Online approvals to facilitate expats

Shenzhen's entry and exit authorities launched new online services for the convenience of foreigners yesterday.

Foreigners who need to apply for certifications for a lost passport or a birth certificate for their baby born in China no longer need to provide paper materials. Instead, applicants can log onto the Civic Livelihood Police Platform at www.szga.gov.cn, to complete the application. They need to fill out an online application form and upload the images of the materials as required.

Previously, foreigners who had lost their passports would have to first go to the immigration office processing hall to fill out a form to report the loss of their passport, and also submit the “lost article report proof form” at a police station before the application for the certification could be processed. Then, they would have to wait for two days before they could receive the certification for a lost foreign passport at the counter of the exit-and-entry hall.

In the past, application formalities for new foreign parents were less tedious. They had to make an online appointment before showing up at the administration hall of the entry and exit department to submit all of the required documents, including original passports and printed copies.

The new service will also make it easier to apply for household registrations for foreign-born children of Chinese nationality, as well as children born to residents of Hong Kong, Macao and Taiwan, and household registration cancellation for applicants who have legally obtained citizenship from a foreign country or permanent residence in Hong Kong, Macao or Taiwan.

The measures are among 200 approval items that were put online by the city to improve the business environment. The approval items involve 16 departments, including taxation, public security, social security and human resources. The items are closely related to people’s livelihood, such as hukou, vehicle registration, social insurance, housing provident fund and land use, and passenger and cargo vehicle administrations.

Among the 200 items, 121 can be completed online, from application to examination and approval, while 73 items can be approved and delivered through a courier service, and six items can be completed via automatic machines.

The Chinese Government places a high level of importance on improving the country’s business environment. Premier Li Keqiang has urged government authorities to address the top concerns of businesses and tackle institutional deficiencies to cultivate a world-class business environment in China.
