Development plan of Greater Bay Area to come out soon

The Guangdong-Hong Kong-Macao Greater Bay Area is the strongest, most open and dynamic region in China, said He Ningka, Director General of Guangdong Development and Reform Commission. And its development plan would come out soon.

Guangdong has sorted out 100 key cooperation issues for the Greater Bay Area construction with National Development and Reform Commission, Hong Kong government and Macao government, said He in the first session of the 13th Provincial People’s Congress.

Currently, the province highlights the following aspects of development about the bay area.

Infrastructure

The main body of the Hong Kong-Zhuhai-Macao Bridge and the connection line across the three regions have been completed. The installation of the port connection facilities are in process.

Guangzhou-Shenzhen-Hong Kong Express Rail Link will be open to traffic this year, with the "co-location arrangement" (to conduct boundary control operations in West Kowloon Terminus in Hong Kong) approved by the National People's Congress.

Next, the development of the intercity rail network of Pearl River Delta will be promoted with emphasis laid on the construction of the Jiangxi-Shenzhen high-speed rail, Guangzhou-Shantou high-speed rail, and Shenzhen-Maoming high-speed rail.

International innovation center for science and technology

Currently, Guangdong is enacting a plan to partner with Hong Kong and Macao to build up an international center for science and technology innovation. It is expected to facilitate the construction of the Guangzhou-Shenzhen Science and Technology Innovation Corridor.

The innovation corridor, covering an area of 11,000 sq km in Guangzhou, Shenzhen and Dongguan, will be a globally influential innovation enterprise cluster in the Guangdong-Hong Kong-Macao Greater Bay Area.

More emphasis will be placed on the construction of regional innovation platforms to boost Guangdong-Hong Kong-Macao collaboration based in Nansha, Qianhai, Hengqin, Jiangmen, Zhongshan.

People's livelihood

"We are exploring ways to allow people from Hong Kong and Macao who work and live in Guangdong to enjoy equal treatment as locals as for employment, education, social security and public service,' said He.

In terms of education, the Guangdong-Hong Kong-Macao University Alliance is to promote education exchange and cooperation among universities.

Also, medical care providers from Hong Kong and Macao are encouraged to establish sole-funded business or joint venture in Guangdong.
