Guangdong targets for more efficient usage of government budget

Li Yumei, a deputy to the National People's Congress (NPC) and the Director of Standing Committee of Guangdong Provincial People’s Congress, introduced that next step Guangdong Provincial People’s Congress would improve supervision on government budges and make sure the budgets used effectively and efficiently.

According to the Constitution, one main power that the People’s Congress in all levels exercise is to examine and approve the government budget and the report on its implementation.

Li stated it in the afternoon of March 5th when the Guangdong Delegation had a panel discussion on deliberating the government work report by Premier Li Keqiang at the opening meeting of the annual session of NPC.

Li thought highly of the work report, and insisted that the measures in the report were very practical and inspired.

Since the report mentioned that the state budgets should be made public, Li said that Guangdong Provincial People’s Congress and its Standing Committee have explored innovative practices in supervising government budget. For instance, a third-party evaluation system has been brought in when evaluating the usage of special funds. Also a networking system has formed targeting to supervise budget outlays, and outlays and usages of government budget in 119 provincial departments have been supervised comprehensively.

In future they will focus on improve the mechanism of examining the government budget.
