In November 2016, Chinese government piloted a new work visa policy for foreigners in Guangzhou. The new policy simplifies the procedure for applying work visa, which integrates the Z-visa and R-visa into one. A unified electronic administration system will be built, triggering a lifetime code for each foreigner working in China with their personal information stored.
The new policy will be carried out across Guangzhou in 2017. For Guangzhou, it is crucial to launch such a policy for developing into a national innovation central city and an international hub city. It provides an excellent opportunity for Guangzhou to keep track with international advanced talents competition system and to lure more leading talents in the world, said Li Weixiong, the director of Guangzhou Administration of Foreign Experts Affairs, in an exclusive interview of Newsgd.com. Li also illustrated the qualifications and procedures of the new work visa application.
Newsgd.com: Whether the new work permit policy is one of the measures for Guangzhou to attract top talents and how does it help the city further lure advanced talents?
Li: In September 2016, the State Administration of Foreign Experts Affairs issued a new policy for foreigners to apply for China Work Visa. Later, Guangzhou implemented the policy by streamlining border entrance work permit and foreign experts work permit into one work visa. It helps to simplify approvals and increase efficiency for administration of foreigners.
As one of the pilot cities, Guangzhou has launched a series of measures to attract leading talents for various industries.
For instance, according to one of Guangzhou's new talents policies, it makes a lot of guidance for attracting overseas talents. Under the policies, Guangzhou is enhancing its competitiveness in talents by bringing in a variety of tight talents, leading talents and teams, as well as providing funds for local talents' overseas training.

Besides, Guangzhou owns a national platform for attracting overseas talents - the Guangzhou Convention of Overseas Chinese Scholars in Science and Technology (OCS). In 2016, the OCS upgraded to the Convention on Exchange of Overseas Talents and over 3,000 overseas talents and 20 foreign academicians participated in the convention. The convention has attracted almost 40,000 overseas talents and 20,000 projects to China since 1998.
In addition, Guangzhou will provide more convenient and efficient services for foreigners since the new work visa permit policy launched in the country.
I believe Guangzhou can make great progress in attracting overseas talents with the above supports.
