On March 29, Guangdong issued three Opinions on supporting Zhuhai to develop into a modern and international special economic zone, Shantou to build a modern and dynamic special economic zone, Zhanjiang to faster develop as a provincial sub-center and an important pole on the modern coastal economic belt.

The three cities are provincial sub-centers of Guangdong, in which Zhuhai and Shantou are also special economic zones, and Zhanjiang was one of the first 14 "open" cities of China.

Aiming at a more even regional development between the Pearl River Delta region and the eastern, western and northern part of Guangdong, the opinions further emphasize the development positioning and objectives of the above three cities.

They are each looking forward to playing more important roles in the development of the west bank of the Pearl River and the "One Core Region, One Belt and One Area" (The core area of the Pearl River Delta, the coastal economic belt and the northern ecological development area).

"The opinions make efforts to improve Guangdong's uneven regional development with integrated resources and differentiated policies," said an official of Guangdong Provincial Development and Reform Commission.

According to the province's development and reform commission, Guangdong will issue more important measures and grant greater reform autonomy for Zhuhai, Shantou and Zhanjiang in key sectors such as talents, science and technology, industry, finance, infrastructure, etc.
