Cai Guanshen, a CPPCC member and chairman of the founding Committee of the GBA entrepreneurs alliance, expressed his support of the country’s legislation on national security, in his opinion “It will neither affect normal businesses of any Hong Kong or foreign-funded enterprises, nor do harm to residents’ human rights and freedom of speech”.

The legislation will not only help build a more stable and secure business environment, but also guarantee the normal operation of industrial and commercial enterprises, as well as people's livelihoods.

Exploring an innovative financial management system

Cai suggested that it is essential to adhere to the principle of ‘one country’, but exploit the ‘two systems’ to their fullest, to promote the development of the GBA. Cai is purposing the establishment of a GBA international technology innovation committee to make long-term and short-term plans that fit the situation on the ground across the three regions.

A special cooperation zone and Shenzhen-Hong Kong Technology Innovation Administration Bureau should also be set up in the GBA to facilitate planning for the development of science and technology industries, regional division and transportation.

“It is crucial to promote cross-border circulation of funds in exploring an innovative financial management system.”, said Ma Youli, a CPPCC member and President of the Macao China General Chamber of Commerce. He suggested that government should approve an innovative financial management system in Hengqin’s Guangdong-Macao cooperation zone, which will benefit Macao’s diversified economic development and further internationalize the RMB.

In the meanwhile, a ‘single path’ financial management system shall be established between Hengqin cooperation zone and Macao. Unlike foreign funded banks, qualified banks, insurance and other financial institutions registered in Macao and approved by the Macao financial regulatory authority can set up branches in Hengqin only, after registration with mainland financial regulatory authorities, they can gradually expand their business to the mainland.

Zeng Qinghong, an NPC deputy and chairman of the Guangzhou Automobile Group Co., Ltd., suggested accelerating the construction of a new-energy vehicle industry cluster, increasing government input in technology to enhance the competitiveness of the whole industry.
