What is a graded scheme?
With the exception of Hubei province and Beijing, other cities, towns and counties have adopted a graded scheme which classifies different districts into 3 levels regarding (COVID-19) infection risk when getting people back to work.
Low-risk areas
Low-risk areas can resume normal life, and cancel restrictions on roads. Local government will help enterprises to solve difficulties regarding labour, raw materials, funding and equipment.
Medium-risk areas
Medium-risk areas can prioritise getting back to work in line with epidemic prevention and control guidelines.
High-risk areas
High-risk areas must focus on epidemic prevention and control. Resumption of work only to ensure the normal running of public utilities and enterprises important to the national economy and people’s livelihoods.
