Guangzhou's Huangpu district has launched a series of six measures to promote stable local development on Feb 27.

The measures mainly focused on five areas, namely offering guarantees for employees returning to work, providing support for employment, giving financial support, and stabilizing economic growth.

A total of no less than 200,000 masks will be given to local companies that have resumed operation every day. Local hospitals, as well as primary-level medical and health institutions will offer health services for local companies. Subsidies will be available for companies that carry out nucleic acid detection of the novel coronavirus and hotel isolation for employees.

Construction units of major construction projects in Huangpu can receive a one-time reward of up to 100,000 yuan ($14,265.04) as long as they have resumed full operation before Feb 29.

Small- and medium-sized enterprises receiving loans from banks and micro-loan companies can each get an interest subsidy of up to 200,000 yuan, and the district is expected to offer a total of 70 million yuan for local companies to relieve their financial burden.

Both Guangzhou and Huangpu district will each offer 10 million yuan to jointly boost the establishment of projects on bio-safety and the fight against the COVID-19 outbreak.

Employees entering industrial companies above designated size can receive a one-time subsidy of up to 1,000 yuan each. Major construction projects in the district can receive a subsidy for epidemic control and prevention every day of 50 yuan for each employee resuming work on that day.

Industrial companies with an output value of more than 1 billion yuan in 2019 can receive a one-time reward of up to 1.5 million yuan as long as the companies' output value can increase by over 10 percent year-on-year in the first half of 2020.

Companies managing the modern service industry with an operating income of over 200 million yuan in 2019 can receive a one-time subsidy of 200,000 yuan if they achieve stable growth in the first half of 2020.

Commercial complexes in Huangpu will be rewarded a one-time subsidy for epidemic prevention and control of up to 100,000 yuan.
