The Guangzhou Municipal Science and Technology Bureau issued the city's latest innovation policy and a series of supporting measures on August 8 to further develop Guangzhou into a science and technology giant. The policy also encourages the city to proactively build an international science and technology innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area.

Wang Yuexi, deputy director of the bureau, said the new policy stresses the need to attract international innovation resources and visionary planning for both research and actual application in light of economic and societal needs.

“The government will encourage greater openness in scientific and technological innovation by enhancing international cooperation and attracting overseas talents and foreign professionals to pursue start-ups and innovation in China,” Wang said.

The local authority already has issued 5,745 foreign permanent resident ID cards to expats in Guangzhou and will offer a 15% preferential tax rate to lure overseas high-end talents in the future.

The policy also focuses on raising the efficiency in commercializing the city’s innovation and research outcomes. It will provide greater space and broader platforms for innovators and investors, facilitating the application and integration of scientific achievements into all sectors and fields.

Guangzhou now has 20 key state laboratories, 234 key provincial laboratories, and 165 key municipal laboratories. The policy aims to further promote the construction of laboratories in the city to resolve some advanced technical difficulties in key industries—including information technology, artificial intelligence, biomedicine, new materials, and marine economy—within three to five years.
