With a focus on the six major industries of high-end electronic information manufacturing, advanced equipment manufacturing, petrochemicals, advanced textile manufacturing, new materials manufacturing, bio-medicine and high-performance medical equipment, Guangdong seeks to develop the advanced manufacturing industrial system while enhancing the “Three Belts and Two Zones” spatial layouts featuring the High-end Electronic Information Manufacturing Industrial Belt along the east bank of the Pearl River, the Advanced Equipment Manufacturing Industrial Belt along the west bank of the Pearl River, the Petrochemical and New Materials Manufacturing Industrial Belt alongside the coastline, the Advanced Textile Manufacturing and Biomedical Industrial Cluster Zone on the Pearl River Estuary Bay Rim, and the supporting industrial clusters located in the east, west and north Guangdong. By the end of the “13th Five-year Plan” period, Guangdong will have built an advanced manufacturing industrial system with an internationally competitive advanced manufacturing base up to international standards.

Guangdong is vigorously developing its “Guangdong Service” featuring producer and consumer services.
Producer service industry
The producer service industry focuses on developing headquarters economy, financial services, modern logistics, science and technology services, business services, emerging information technology services, e-commerce, cultural creativity and design services, service outsourcing, etc. Guangdong aims to build the headquarters economic development carrier to speed up the development of Guangzhou International Financial City, Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, Sino-German (Foshan) Industrial Services Zone, and Zhuhai Shizimen Central Business District. The province strives to develop its financial industry so that by 2020, the financial industry will have accounted for 9% of the local GDP. The development of modern logistics industry will be accelerated with a focus on growing 3PL and 4PL, cold chain logistics, express logistics, and supply chain management. Pilot projects of standardized logistics services will be implemented and the establishment of modern logistics public information platform and standardized logistics system will be pushed forward. National mobile e-commerce pilot projects will be set up. Intellectual property service industry will be developed. Service outsourcing pilot cities and parks as well as supporting production service centers in line with advanced manufacturing bases (parks) will be established.
During the “13th Five-year Plan” period, Guangdong will form the “One Circle and Three Belts” as the layout of its producer services. “One Circle” refers to the core area of the service in the Pearl River Delta region, while “Three Belts” indicates the industrial belts reaching out to the eastern, western and northern parts of Guangdong.

Consumer service industry
The consumer service industry is developing towards high quality and refinement. Guangdong speeds up the development of services in the sectors including business and trade, health, domestic economy, tourism and sports.

Guangdong spares no efforts to tap the potential of marine economy, enhance the protection of marine resources and environment, and maximize the exploitation and utilization of marine space resources.
Optimization of the layout of ocean exploitation
Guangdong speeds up the development of the optimized development zone of marine economy in the PRD region as well as the key development area of marine economy in east and west Guangdong. The province also actively engages itself in developing three marine economic cooperation circles represented by Guangdong-Hong Kong-Macao, Guangdong-Fujian, and Guangdong-Guangxi-Hainan. Centering on the “Six Bays and One Peninsula”, namely, the Pearl River Estuary Bay Rim, the Daya Bay Rim, the Greater Guanghai Bay Area, the Greater Shantou Bay Area, the Greater Honghai Bay Area, the Greater Hailing Bay Area and the Leizhou Peninsula, Guangdong continues optimizing the its marine space zoning plan and building beautiful bay areas.

Establishing modern marine industry system
Guangdong is optimizing and upgrading its traditional marine industries with certain advantages, including marine fisheries, marine transportation, marine ships, while cultivating and expanding marine bio-pharmaceuticals, marine engineering equipment manufacturing, comprehensive utilization of sea water and other emerging industries. The development of high-end industries in harbor areas including petrochemicals and energy is intensified, and marine service industries such as port logistics, coastal tourism, and marine information services are developing at a higher speed.
