In February 2005, Guangdong's government issued the 'Prospect of the Nine Pillar Industries' document for 2005-2010, stating that the province will make every effort to develop itself into one of the world's most important manufacturing bases, to increase the international competitive-ness of its industries and to accelerate industrial structure optimization.
The document has advanced targets and approaches for the development of the nine industries, namely electronics and IT, machinery and household electric appliances, petrochemicals, textiles and garments, food and beverages, building materials, paper manufacturing, pharmaceuticals, and auto manufacturing
According to the plan, from 2005 to 2010, Guangdong's nine pillar industries will have an average annual increase of 18 per cent and by 2010, the nine industries will have a gross output of 5,160 billion yuan or 77.6% of the provincial total. It is expected that in 2010, Guangdong will establish an industrial chain with international competitive-ness. By 2020, it is expected that Guangdong will achieve moderation.
The following are the targets of the pillar industries from 2005 to 2010.
Electronics and IT will become Guangdong's primary industries to have an annual output of over 1,000 billion yuan in 2006.
The Machinery manufacturing's out-put will increase by 20% per year. Guangzhou, Shenzhen and Foshan will be the leading cities in equipment manufacture; Shantou and Jieyang in east Guangdong and Shaoguan in north Guangdong are expected to develop light machinery and machinery manufacturing respectively.
The household electronic appliance industry will be upgraded to a man-ufacturing, sales and innovation centre.
The Petrochemicals industry will increase its annual output of oil to 100 million tons. Zhongshan, Dongguan, Kaiping and Puning will set up four textiles and garment manufacturing bases.
Guangdong will take up 10% of China's food and beverage market by 2010.
The province will build four world-class building material centres, specializing in ceramic production, trading, new material manufacturing and R&D.
The paper manufacturing sector will become increasingly environmentally friendly and have an output of 250 billion tons.
The province will build 15 medicine production bases and develop 5 to 8 modern herbal medicines.
The auto industry will have a production capability of 1.6 million vehicles and 10 per cent of its product will be exported to markets all over the world.
