After 2004's good 14.2 per cent GDP increase, Guangdong Province expects more balanced, sustainable development in 2005 with 10 per cent economic growth, according to Governor Huang's Government Work Report 04, issued in the opening ceremony of The Third Session of the Tenth Guangdong Provincial People's Congress held in Guangzhou on Jan. 23rd.
Analysts have said this goal reflects the Guangdong government's de-termination to find a more coordinated form of social and economic de-velopment rather than just one-sided economic growth.
Governor Huang has promised to increase the input in social work and to pay more attention to economic e-fficiency, environment protection, and improving the standard of living.
Fixed-asset investment was up 19.9 per cent in 04 and will be reined within 15 per cent growth. Meanwhile, an e-ffort will be made to improve efficiency in investment this year. Export and retail sales, also one of the major forces driving the economy, are expected to slow down from last year's 25.3 per cent and 13.6 per cent growth, respectively, to 7 per cent and 12 per cent.
Urban per capita disposable income and rural per capita net income are estimated to grow by 8 per cent and 4 per cent, respectively. The urban re-gistered unemployment rate will be below 3.5 per cent and the natural population growth rate will be kept within 0.81 per cent.
There are four areas of effort at the top of the government's agenda this year, according to the Work Report: to increase provincial reforms, to readjust and improve industrial structure, to adopt a sustainable development pattern, and to open up more.
High-end, heavy industries are expected to account for a larger part of the province's total industrial output this year. There will be a redoubled effort in developing a recycling economy, maintaining sustainable growth, making the foreign-oriented economy a stronger, larger-scale pattern, strengthening the domestic-oriented economy, as well as developing a harmonious society. Other areas with high expectations include: new types of industrial growth, a modern service industry, regional cooperation, and the rural economy.
The government will continue to improve its administrative and ma-nagement capacities and to govern in accordance with the law to build a cleaner and more diligent, efficient, and pragmatic provincial government.
In 2004, Guangdong province had a substantial amount of social and economic development and was able to reach the goals of China's 10th five-year plan (2001-2005) one year ahead of schedule. The provincial GDP was up 14.2 per cent, to 1.6 trillion yuan, or one-ninth of China's total.

This is a long-term project, and 2005 will be an important year for transformation of the economic growth pattern. Guangdong must desert the blind pursuing of GDP and more efforts should be made to achieve sustainable development and to sharpen the core competitiveness. Knowing the international and national trends of industrial layout adjustment, Guangdong should speed up its industrial structure optimization to secure its leading position in the country in economic development and industrial competition in the coming 20-30 years. Guangdong in nation's eleventh five-year plan period, which will start in 2006, is expected to better its overall planning, renovate its governmental mechanism and experience a coordinated and sustainable social and economic development.
Nation's eleventh five-year plan period will start in 2006, during which Guangdong will face a more fierce competition in international trading as the transitional period of China's entering WTO will end in 2005. Guided by center government's concept of 'scientific development', Guangdong will pay more attention in sustainable development and harmonious regional development. And by the end of 11th five-year plan, Pearl River Delta is estimated to be the first region in China to realize socialist modernization, and people in mountainous areas will enjoy a relative well-off life. In the period, Guangdong-Hong Kong-Macao economic integration will be completed, and Pan-Pearl River Delta region cooperation project will have a substantial progress.
A Green Guangdong

Guangdong is short of energy resource reserve, and need to adopt a concept like recycle economy to maintain its sound and rapid development.
Guangdong will work on an overall plan of developing recycle economy, make related laws and regulations, establish new accounting systems and evaluation mechanism, promote resource saving and better utilization and construct a resource-saving-oriented industrial structure and consumption structure. The province will push forward the development of tertiary industry and hi-tech industry with low pollution and high profit. While the thermal power plant, heavy and chemical industry will be relocated in east and west Guangdong as well as the coastal area, in which the environmental capacity is larger. Besides, projects of large industrial zones where pollution is under proper treatment will be launched. Lastly the scale of industries with high energy consumption or heavy pollution should be restricted.
