FIVE STRATEGY POSITIONING

1. An experimental region for exploring the patterns of scientific development for the country

2. A pilot region for further reforms and an "experimental field" for nationwide reforms

3. An important international gateway for expanding the "one country, two systems" national guideline. The region will further its international and regional cooperation, elevate the overall level of its economic internationalization and improve its open economic system.

4. A world-class base for advanced manufacturing and modern service industries. The region will develop a system of service industries to match Hong Kong as an international financial center and develop into an international center for shipping, logistics, trade, conferences and exhibitions, and tourism.

5. An important national economic center to influence and lead surrounding regions in the Pan-Pearl River Delta area.

DEVELOPMENTAL GOALS

By 2012, the PRD region's per capita GDP will have reached RMB 80,000, with the service industries accounting for 53 percent of the growth. The per capita incomes for urban and rural residents will have increased remarkably com-pared with those of 2007. The average life expectancy will have reached 78 years and the social security system will cover all urban and rural areas

By 2020, the region will have realized modernization ahead of other regions, established a sound system of socialist market economy and formed an industrial structure featuring modern service industries and advanced manufacturing industries.

The per capita GDP of the region will have reached RMB 135,000, with service industries accounting for 60 percent of the total. Income levels for the urban and rural residents are expected to have doubled compared with those of 2012 and the average life expectancy will have reached 80 years.

CITIES IN PRD REGION

GUANGZHOU
capital city of Guangdong, will prioritize the development of high-end service industries, accelerate the construction of advanced manufacturing bases, enhance the innovation capacity and take the lead in setting up a modern industrial system.

The eastern bank of the Pearl River mouth will accelerate the development of the manufacturing of high-end electronics and information products, and forge a world-class base of electronics and information industries.

SHENZHEN
will be developed into a base of advanced manufacturing industries and hi-tech industries, including communications equipment, biological engineering, new materials, and automotives using new energy.

DONGGUAN
will speed up the transformation and upgrade of its manufacturing industries, and establish Lake Songshan Technology Industrial Park.

HUIZHOU
will actively foster its port-related basic industries, and develop into a base of petrochemical industries.

The western bank of the Pearl River mouth will develop advanced manufacturing industries and production-oriented service industries, expand and enhance the pillar industries, shape a number of internationally competitive industry clusters, and develop into a new pole of economic growth.

ZHUHAI
will fully tap its geographical advantage and develop into a modern regional urban center and an ecological and new special economic zone. The city will accelerate the development of Gaolan Port Industrial Area, the ocean engineering and equipment manufacturing base, the aviation industrial park, and the international business recreation and tourism resort.

FOSHAN
Concentration area for the machinery and equipment industry and the new-type flat panel display industry and its district of financial services.

ZHONGSHAN
Base of port-front equipment manufacturing, fine chemicals, and healthcare industries

JIANGMEN
Key area for advanced manufacturing industries

ZHAOQING
Concentration area for the transformation and upgrade of the advantageous traditional industries.

Explore new markets in India, Russia, Brazil and the Middle East region.

Strengthen economic and trade cooperation with Australia, New Zealand and countries in South America and Africa.
