Under the Pan Pearl River Delta (PPRD) energy cooperation framework and the country's East-West electricity transmission strategy, PPRD mainland members saw a bilateral energy-trading boom, with Guizhou, Yunnan and Guangxi directing over 50 billions kwh of electricity to Guangdong in the past five years.

Three Agreements

Since 2000, electric power consumption in Guangdong has been growing by more than 12 percent per year and the province has been suffering power shortages in recent years. Maintaining a stable power supply has become one of the provincial government's important tasks. Meanwhile, Guizhou and Yunnan contain rich coal and waterpower resources and Hainan has access to oil and gas. Guangdong Governor Huang Huahua said in his governmental report this year that Guangdong province needs to enhance cooperation with other PPRD provinces in energy supply, especially electricity.

In June 2005, a provincial government delegation presided by Zhang Dejiang, secretary of the Guangdong provincial committee of the CPC and Governor Huang Huahua visited Hainan, Guizhou and Yunnan, signing three agreements: the Hainan-Guangdong cross-sea power grid project, Guizhou-Guangdong transmission plans (2006-2010) and the Yunnan-Guangdong transmission plan (2006-2010).

According to these three agreements, the transmission lines connecting Guizhou and Yunan with Guangdong can carry a maximum of 13.8 million kw. of power by 2010 and from 2006 to 2010 Guangdong will receive about 295 billion kwh of electricity from the two provinces. By linking up the Hainan power grid and South China power grid, Guangdong, Guangxi, Hainan, Guizhou and Yunnan will have a unified power grid, thus facilitating closer cooperation in energy allocation and trading in the whole PPRD region.

East-West electricity transmission project

The highly activated domestic economy in recent years has been accompanied by a sharp increase in electricity demand. However, the major power generation plants in China are located in underdeveloped western and northern China, but the main power consumption is concentrated in the relatively prosperous areas along and east of Beijing-Guangzhou railway.

In 2000, China launched the East-West Electricity Transmission Project, with an aim to transmit power from electricity-rich western regions to the economically prosperous eastern areas. Guangdong and some other PPRD provinces are included in the south route of the country's East-West power transmission projects. The route includes hydropower stations, which are mainly powered by Wujiang River in Guizhou province, Lancang River and Hongshui River in Yunnan Province and thermal power stations in Guizhou and Yunnan and it supplies electricity to south China power grid.

In 2000, the construction of the Hongjiadu Hydropower Station in northeast Guizhou Province was launched, marking the beginning of the East-to-West Electricity Transmission Project.

Guizhou Province sent 34.1 billion kwh of electricity to Guangdong in the past five years, while Yunnan sent 21.6 billion kwh, giving great support to Guangdong's development. To underdeveloped Guizhou and Yunnan, which own abundant natural resources, transmitting electricity to the eastern part has provided a good opportunity to reap economic benefits.

In addition, the new "Longtan" hydropower plant, which contains an investment of up to 100 billion RMB by Guangxi, will be put into production in the "Eleventh Five-year Plan" period. It will increase the capacity of power transmission to Guangdong by another 4 million kw.

Moreover, authorities also expect that the integration of power grids in Guangdong, Guangxi, Guizhou and Yunnan can help the four provinces to save up to 44 billion RMB and avoid up to 26 billion RMB in power-related infrastructure investments. In terms of environmental effect, the emission of sulfur dioxide can be substantially reduced.

In conclusion, the PPRD energy cooperation will not only provide Guangdong with energy sources but also contribute to the local economic development of Guizhou, Yunnan and other PPRD member provinces. This multi-provincial cooperation optimizes energy resources allocation in the whole region, directly boosting the related PPRD members' economic development in future.

PPRD electricity cooperation projects for the coming five years:

1.  East-West electricity transmission project: It is expected that in the "Eleventh Five-year Plan" period (2006-2010), Guangdong will receive an extra 10.3 million kw. of electricity, among which, 4 million kw. from Guizhou, 4.2 million kw. from Yunnan, 2.1 million kw. from Guangxi Longtan. By 2010, Guizhou, Yunnan and Guangxi will provide Guangdong 8 million kw., 5.8 million kw. and 3.78 million kw. of power respectively.

2. Construction of East-West electricity transmission lines: the Guizhou -Guangdong DC transmission line II and 500 kv. Shibing (Guizhou) - Huadu (Guangdong) transmission line will enable Guizhou to send the extra 4 million kw. electricity to Guangdong. The Yunnan-Guangdong DC transmission line I and 500 kv. Luoping (Yunnan) - Baise (Guangxi) line is responsible for transmitting 5.8 million kw. power to Guangdong.

3. The province will increase their electricity cooperation in the fields like power trading, mutual supply, regional power grid construction and nuclear power cooperation.
