On the south of New Guangzhou TV Tower, a "City Parlor", 14 times the size of Hero Plaza, will be built and a 2 - 4 floor "Underground City" will also be an integral part of the project. The relevant authority held a design contest recently and the Bureau of Urban Planning of Guangzhou Municipality released 7 of the plans submitted on May 15, 2007.

The new TV Tower Plaza Garden is located within the "Recreational Business District" (RBD) of Guangzhou City, and is an auxiliary plaza to Guangzhou New TV Tower, in the core area of the City's New Central Axis and will be a new landmark on the south bank of Pearl River. The Guangzhou New TV Tower Plaza Garden is planned as a landscape node and as the starting point of the City's New Central Axis on the south bank of Pearl River. It covers an area of around 175,000 square meters and the total investment of the Southern Plaza and its underground construction hits RMB 500 million. The aim is to build a high level and high quality garden improving regional traffic flow and designed to efficiency integrate the underground space resources so as to increase the quality of life in Gangzhou by building an underground city space system that serves the RBD integrateing, traffic, commerce, recreation and entertainment into a coordinated whole.
