Till 2010, Guangzhou is expected to have a population of 10.9 million, with the average life span will be 78. To deal with the old age problem, Guangzhou will encourage the couple, both of which are only child to their parents, to have two kids, also the city will adjust its residency certificate policies to deal with the population structure problems.

According to the city's plan on population, employments and social insurance for the next five years, Guangzhou will control its annual population expansion to within 1 percent and by 2010 Guangzhou will have a population of 10.9 million people. The employment will rise to 4.3 million, half of the jobs are provided by the tertiary industry. The unemployment rate will be kept below 3.5 percent.

As for the old people, the social care departments will provide 40,000 beds to the needed elderly and up to 99 percent of the people retired from the enterprises will be covered by social insurance system by 2010.
