Guangzhou Emergency Response Administrative Office opened today. All districts (including county-level cities) will have an emergency response committee by the end of June. The Guangzhou Contingency Plan for Public Incidents is currently being drafted and will soon be released.
Vice Mayor Chen Guo revealed that Guangzhou would put an emergency response system in place by the end of this year. The system, which will fit local conditions, will consist of a master contingency plan, special contingency plans, sectoral contingency plans, local contingency plans, contingency plans for vital businesses and institutions, and contingency plans for major events. Contingency plans will be prepared on six levels by September this year. Monitoring, forecasting and early warning systems will also be built to provide early detection and reporting of and response to potential incidents which might affect the public. Emergency response capabilities will be included into the performance evaluation of the Municipal Government and government departments.
Emergency public incidents in Guangzhou are classified into four levels: Level I (very serious), Level II (serious), Level III (less serious), and Level IV (general).
