The establishment of the Migrant Worker Fund earlier this month is another laudable achievement of Shenzhen, recently been ranked by CCTV as the most attractive city for migrants for its welfare policies and working environment, said Liu Runhua, head of the municipal civil affairs bureau, at a press conference held Thursday on the sidelines of the ongoing MPC annual session.

Starting this month, the Shenzhen Charity Association will withdraw 500,000 yuan (US$64,102.56) a month from the Migrant Worker Fund to help workers injured in accidents or suffering from serious diseases, Liu said. The amount of the subsidy will be based on the cost of medical treatment. A migrant worker can receive up to 20,000 yuan in subsidies if his treatment cost reaches 50,000.

"The subsidy is not too much, but it is just a beginning and I hope more public donations will come to help the migrant workers," Liu said.

"Generally speaking, the civil affairs' work targets residents with permanent residence permits. But in Shenzhen, a city of 4 million migrant workers, caring the migrant workers is also an import part of our work," said Liu. "Shenzhen is a city of charity, a city of care."

Since its establishment in November 2004, the Shenzhen Charity Association has received an average of 100 million yuan a year in donations. If donations made to areas outside the city are included, each resident in the city donates 25 yuan a year on average, five times the national figure, to charity.
