The draft of a new regulation stipulating heavy fines for unsafe farm products was released at a conference of the Standing Committee of the Shenzhen Municipal People's Congress (MPC) on Thursday.

The draft will be discussed Friday and voted on by secret ballot next Tuesday.

A spokesman for the MPC told the Shenzhen Daily that selling unsafe food in the city could lead to a fine ranging from 2,000 yuan (US$250) to 20,000 yuan and the confiscation of all sales income, if the draft is approved.

Names of retailers violating the regulation will be published in major newspapers and on notice boards in markets.

The draft also requires farms to present safety certificates to retailers. Pesticides which lead to high residue and medicines are banned.

"In the new rule, veterinary medicine or feedstuff is prohibited from containing clenbuterol hydrochloride, a fat-burning chemical used to improve pigs' muscle, and malachite green, a dyestuff to keep fish fresh," the spokesman said.

The two chemicals cause a public outcry over food safety early this year, after they were found in pork and eels respectively.

Farm products imported from other parts of the country could face a 90-day ban if any prohibited substance is found in the products on three occasions within six months.

However, the new rule will only cover vegetables, fruits, fish, meats, eggs and mushrooms, and exclude rice, oil and flavoring products which are subject to other regulations.

The municipal agriculture, forest and fishery bureau will supervise farm products in the production process, while the administration of industry and commerce is responsible for food safety in markets and the health bureau will deal with incidents caused by unsafe food.
