It is learned from the Development and Reform Commission of Guangzhou Municipality that Guangzhou plans to completely stop issuing electric bike licenses and restrict their use in the administrative area of Guangzhou municipality, according to the stipulations in the Law of the People's Republic of China on Road Traffic Safety and Road Traffic Ordinance of Guangdong Province, after a full-scale investigation. The decision will soon be out for public opinions and then be submitted to the Guangdong Provincial Government for approval. The relevant regulation will be announced publicly before its implementation.
It is learned that the corresponding report on this regulation, drafted by the Development and Reform Commission of Guangzhou Municipality, has been submitted to the Guangzhou Municipal Government and has received approved. The report made specific stipulations on the very controversial issue in recent years, whether or not electric bikes can be issued licenses and used on the road.
For those electric bikes already in use, the report also made it clear that they could not have their licenses renewed. It is said that this report was drafted according to the survey of use of electric bikes in Guangzhou.
Guangzhou has stopped issuing motorcycle licenses since 1998. However, the number of electric bikes in Guangzhou has been soaring in recent years, many of which are nonstandard "electric bikes", and are actually motor cycles in the domain of motor vehicles. Therefore, frequent accidents involving these nonstandard electric bikes arise, and recently the transport management department has organized many policemen to check and detain illegal electric bikes on the road.
