Guangdong government plans to provide vocational training to 2.7 million rural youths from 2005 to 2010. The trainings aim is to help rural youths perform jobs other than farming.

The government expects to increase the proportion of non-agricultural employment from the current 64% to 72%, which means a total of 4.8 million rural laborers will be shifted to non-agricultural jobs. In this project, about 480,000 youths will be able to receive free training.
