A Guangzhou leadership work conference has taken place concerning the development of Guangzhou as a strong educational city. Zhang Guangning, Vice Secretary of the Guangzhou Municipal Committee of the Communist Party of China and Mayor of Guangzhou, Fang Xuan, Vice Secretary of the Guangzhou Municipal Committee of the Communist Party of China and Li Zhuobin, Vice Mayor of Guangzhou, attended the conference.

The conference reviewed and adopted "The Implementation Scheme for Building Guangzhou into a Strong City of Education" and "The List of Tasks Required for Building Guangzhou into a Strong City of Education," and discussed problems related to the process. 
Mr. Zhang announced related work arrangements, stating that "It's a great campaign to build Guangzhou into a strong city of education."

To this end, he called for implementation of the following three measures:

First, to incorporate the work of building Guangzhou into a strong city of education into the city's overall development program, into plans for building a new socialist countryside, and into the Guangzhou's modernization initiatives.

Second, to carry out duties and shoulder responsibilities using maximum effort without compromise; and

Third, to mobilize all segments of society to complete the work and ensure that the highest quality standards are met; and, to equally develop the hardware and software assets of schools.

Since its launch in 2002, the campaign for building Guangzhou into a strong city of education has been progressing smoothly and according to plan.

It is projected that, by 2007, all districts of county-level cities and 90 percent of townships in Guangzhou will have achieved their targets.
