In the coming 11th five-year plan period (2006-2010), Guangdong plans to add 2000 km expressways, 1100 km railways, 14280 km electricity transmission lines, and an additional annual productability of 1 million vehicles. Also in the period Guangdong will work on 223 key projects, which will involve 1.5 trillion yuan.

Such goals were identified in the draft of the "11th five-year plan for social and economic development of Guangdong province". According to the draft, Guangdong's GDP in 2010 will double that of 2000, the province will improve itself in aspects of economy, culture, legal system and will build a harmonious society. The gross industrial output is expected to increase by 9 per cent per year and hit 2630 billion yuan in 2010. The unemployment rate will be about 3.8 per cent.

In the coming five years, Guangdong will focus on improvement of 10 aspects by launching 233 key projects. These include:

Transportation: 63 projects related to highway, railway, ports and airport.

Energy: 23 projects with an expected total investment of 353 billion yuan. Special effort goes to Ling'ao nuclear power plant Phase II, Yangjiang nuclear power plant Phase I. Besides, up to 14,280 km electricity transmission line will be built and the province will buy an additional 8 million tons of natural gas every year.

Water Conservancy: 23 projects, with an input of 38 billion yuan in the "11th five year plan" period.

Innovation: 23 projects. Promote the innovation projects and attract more support from the public.

Modern heavy industry and chemical industry: 14 projects, with an investment of 378 billion yuan. Guangdong is to support shipbuilding and manufacturing of large equipment, environmental protection facility and automobile. The province is expected to have a ability to produce 63 million tons of oil and 4.4 million tons of ethylene annually in 2010.

Service Industry: A total of 30 billion yuan will be injected in 19 projects, with 24 billion yuan will be input in the coming five years.

Construction in rural area: A total of 48 billion yuan will be injected in 10 projects, with 29 billion yuan will be input in the coming five years.

Environmental protection: 18 key projects, with a budget of 66 billion yuan. 47 billion yuan will be input in the coming five years.

Culture-related projects: 21 projects, involving 76 billion yuan, with 71 billion investment to be made from 2006-2010.

Social security: 19 projects, 11 billion yuan input in total, with 10 billion investment to be made in the coming five years.
