GUANGZHOU'S civil affairs officials plan to distinguish between professional beggars and people genuinely in need.

Li Weijie, chief of the Guangzhou Municipal Civil Affairs Bureau, said at a recent Guangzhou Municipal People's Congress meeting that the bureau would crack down on people behind begging rackets, and penalize beggars who were otherwise capable of working.

The government would coordinate with the departments of civil affairs, public security and urban administration to identify professional beggars, Li said.

As for those in real need, the government would persuade them to seek help from local aid centers, which would provide temporary accommodation for them.

The aid centers would set up a one-yuan (US$0.13) account for free for the people in need and help them contact their relatives to put money into the account so that the vagrants could buy tickets home.

Professional beggars would be penalized, Li said. Those found organizing and profiting from begging would face criminal charges.
