Guangdong government recently issued a set of 12 measures in a bid to promote the provincial private economy, which has grown into an important part of provincial economy.

On governmental press conference held today (Oct. 23rd), Liu Huanquan, vice director of provincial economy and trade committee and director of SME bureau, express that Guangdong government is making great effort in supporting the growth of non-state-owned businesses and enterprises. He also introduced the 12 measures government issued recently. These measures cover the following aspects:

1) Acceleration of the development of private Hi-tech enterprise
2) Promotion of private economy
3) Gov special funds for SME development
4) Top 100 private enterprise scale standard
5) More investment field open to private capital
6) Several Land using policies which support the development of private economy
7) Support of export-oriented private enterprise
8) Encouraging private enterprise to recruit the lay-offs
9) Support of private enterprise specialized in agricultural products
10)  Statistical standards of private economy
11)  Staff of private enterprise's application for passport (for public affairs)
12)  Provincial complaint center of private enterprise

These measures contain 8 breakthroughs of governmental policies in supporting private enterprises:
1) Business fields expanded
2) More market opened
3) Land use permission
4) Human resource
5) Supporting fund
6) Preferential taxation
7) More convenient in International communication
8) Promotion of private economy

Rapid development of private economy in Guangdong

Provincial private economy sees rapid development this year. Following is the statistics about the self-employed households and private enterprises established in the first 3 quarter this year:

Till end of September,  the self-employed household throughout the province reached 1.843 million in number, with 3.81 million employees and 40.25 billion RMB registered capital, while private enterprises were recorded 298 thousand in number, with 3.156 million employees and 407.47 billion RMB registered capital.

From Jan to Sep, large private enterprises in the region recorded a gross industrial output of nearly 290 billion RMB (market value), with an increase of 27.7% on a year-to-year basis. Till Sep, private enterprises specialized in foreign trade is over 12 thousands in number, accounting for 73% of foreign trade companies in the province. In the first 9 months, the import and export volume of private enterprises experienced an increase of 167.4%, reaching 15.15 billion USD. 30 local private enterprises open their factories abroad, with an investment of 32.68 million USD.
