3. Undergo innovation of systems, and perfect development mechanism

we will reinforce agriculture and rural work, energetically push forward industrialization of agriculture, grant loans with deducted interest to support and foster leading agricultural enterprises and stimulate farmers to produce and broaden channels for farmers to increase earnings, speed up the construction of central town, steadily push forward the reform of villages among urban areas and change village committee into residential committee, boost community construction and urbanization.

Greatly develop private economy. Theses, we gave more support to private economy, and have framed 48 measures and detail rules supporting private enterprises, creating a favorable environment with these policies. By the joint efforts of the whole city, the private economy emerge a growth momentum never appeared before. From January to October this year, there are 51390 newly-registered private companies, with an increase of RMB 5.571 billion yuan¡¡in terms of registered capital, respectively 2.54 times and 1.99 times of the corresponding period of the previous year. For the future we will continue to stipulate and put into effect the practices of stimulating private economy development, and loosen market admittance, support private sector to begin specialization division, create self-owned brand, and form characteristic industry groups. We encourage private fund to participate in infrastructure construction, such as roads, schools, and hospitals, enthusiastically create reasonable qualifications to push private enterprises into the international labor division and become bigger and stronger. Through farther attraction of merchants and introduction of capital, the scale of opening-up will be farther enhanced.

 4. DeveIop scientific education, and speed up introduction of talents.

We will set up a system to cultivate innovation talents, boost development of all kinds of education, reorganize educational resources, enhance all-round education on information technology and English, progress the planning and construction of the new campus of the Dongguan Technology Institute, attract famous higher schools home and abroad to set up base to nurture IT talents and R&D. Relying on key enterprises and towns, Dongguan will build a batch of corporate R&D center, professional tech innovation center and hi-tech industrialization base,  further construct and improve scientific start-ups service and productivity promotion center, greatly accelerate the cooperation between production, study and research, boost the set-up of Sci.&Tech innovation system. Furthermore, we will staidly practice policies such as 'Several regulations on Encourage Returned Students to work in Dongguan by Dongguan Government', 'Provisional Measures for Dongguan Private Enterprises to Introduce Talents', 'Several Measures on the Introduction of domestic talents to work in Dongguan', and set up a system granting 'Specialized Job License' for talents, actively open Green path for talents to farther absorb human resources. We also set up talents development fund, special returned students¡¯ development fund, carry out housing project for the talents. We will also carry out "One Hundred Experts Introduction" project. According to the industrial layout and the need of corporate development, we will determine 20 key industries, and allocate 5 experts to each industry, m the capacity of Dongguan government, we will introduce experts through many forms such as move into Dongguan, temporary post, become a shareholder by technology, consulting and instructing, joint research, lab establishment, pilot scale experiment base and postdoctoral workstation, in order to reinforce the R&D and production of our major enterprises.

5. Promote coordinated development and keep the stability of the society

We will pay further efforts to help and support the poor, carry out measures of help and support, increase supporting fund, boost poverty village to develop collective economy, meanwhile implement a strategy of regional coordinated development. We will also raise investment to large- scale infrastructure in western towns and regions, and encourage these towns and regions to bring their advantage into further play, develop logistic industry, and balance regional development. Dongguan will go ahead in terms of levy and payment toward more people on the pension insurance and basic insurance of corporate employees, thus perfecting societal protection system. Dongguan will enhance the reemployment and guarantee he livelihood of laid-off workers and poor people, and pay attention to safety production, rectify and keep the stability of market economy order£®
