VI The Aim and Plan of Future Development

The Sixteenth National People's Congress propose to build a well-off society in an all-round way and create a new situation in building socialism with Chinese characteristics, which point out the direction for Dongguan's further development. According to the demands of the Sixteenth National People's Congress and Party Committee of Guangdong Province, we are going to transit Dongguan from a manufacturing base to a city famous for its manufacturing capacity, from urban integration to modernized city, from all-round well-off livelihood to basic modernization, which are all centered around the construction of modernized core city. Dongguan win stick to develop material affluence, spiritual civilization and political culture, and push forward the development focus of "One Net, Two Districts, and Three Cards". Dongguan will also speed up construction of urban area, industrial parks, environment and civilization, meanwhile give prominence to party building, in order to get larger and more powerful to realize new goal of Dongguan, which is to increase our per capita GDP to over USD7000 by the year 2010. At that time, Dongguan would have been a city strong for its ability in industrial competitiveness, city congregating, scientific innovation, vigor of organizational system and sustainable development. All the above concepts insure Dongguan develop with high speed, large amount, and also harmonized structure, good¡¡ quality, high benefit and enough stamina, thus become a modern core city with its GDP taking the lead, industrial structure upgraded and optimized, financial earnings stably increased, advantage of market economy highlighted, new pattern of export-oriented economy formed, urban integrated capacity notably enhanced, and the citizens' living standards continuously improved.

Therefore, we will focus on the following aspects:

1. Build up a favorable all-around environment, and enhance competitive ability.

Speeding up the steps of city construction; and create a beautiful and comfortable urban environment with complete function. We will build a large-sized urban downtown area in conformity to a scope of 200 km2 and 2 million populations, and speed up to perfect transportation network in urban areas and facilities in airports and parking lots. Particularly we will build up an expressway network with 6 horizontal and 5 vertical expressways within a short time to perfect the transportation network. Cooperating with provincial deployment, we are actively preparing me construction of transportation network.. Meanwhile water and power supply system will be improved and liquefied natural gas (LNG) network constructed. We will also give priority to develop the Keyuan Garden, Tongsha Ecological Park and Weiyuan Islet in Humen, which is a town of Dongguan. As one of the 4 famous gardens in Guangdong province, Keyuan Garden will be supported to apply to be world cultural heritage. And a total of RMB 10 billion was invested for the foundation of National Advanced Tourist City.

Environmental protection will be strengthened and comprehensive environmental pollution treatment taken. To be specific, we will focus on the work of water pollution, sewage processing project, facilities for waste sorting between household and waste, noise pollution and air pollution. We will put RMB4.4 billion onto 33 items of environmental improvement projects, 16 items of ecological environment protection projects m 3 years. Significant importance will be attached to the protection of water resources, and comprehensive environmental pollution treatment, and build up Dongguan into a National Model City for Environmental Protection and National Healthful City, etc.

Government services will be improved and a favorable atmosphere built. Last year, we took the 1st round of reform and liquidated 1,082 items of examination and approval reduced 413items, a decrease of 35.2% m number, This year, we make a greater effort and took the 2nd round of reform, with 387 items reduced, a 48.3% decrease. And we go on improving the system of concentration day for overseas-invested enterprises, paralleling examination and approval system for manufacturing overseas-invested enterprises, and me system of "Green Card" for large-scale enterprises. We will speed up the construction of electronic government administrative system, and make efforts to realize automation of government office, computerization of management and decision-making, electronic public service. This year, an influential activity of "the Style of Government Organ Judge by the Public" will be organized, and the construction of the Service |' Center of Administrative Examination and Approval will be speeded up to offer real "One-Stop Service".

Build up a sound legal system. We will broaden our strength to protect intellectual property, strike pirate and elaborate China's laws and regulations to foreign businessmen, and offer complete legal agent service¡¡Keep putting social security environment in order. We will adhere to keep public security law and in strictness, to create a peaceful and stable social order, and safeguard assets and personal safety of the citizen. On the basis of recruitment of 1108 policemen last year, this year we will recruit 1000 more, and introduce a batch of arms, meanwhile actively prevent and crack down all kinds of penal offense, and firmly maintain the stability of the society.

2. Reorganize all kinds of resources, boost freshening the structure.

The plan and construction of the Songshan Lake Sci & Tech Industrial Park, the Human port, and the eastern Industrial Park will be given priority. We will focus to make great effort to build the Songshan Lake Sci. & Tech Industrial Park. The Songshan Lake Industrial Park has an area of 72km2 and has been approved as one of the provincial Hi-tech industrial park. On May this year, the China Scientific Promotion and Development Research Center of the State Ministry of Science and Technology verified it as the Hi-tech development zone with the greatest potential in the country. In the future, it will become an economic and scientific center of our city, as well as the R&D base of large scale international enterprises and scientific research base of many famous higher schools both as home and abroad, prominent for its innovation ability.

We will speed up to develop the Human port, which locates at the mouth of the Pearl River. The Human port will be highlighted with fits port, transporting hub, logistic center, industrial park, tourism, leisure, and ecologic environment protection. Within 3 to 5 years, we will pay every effort to build it into a port exporting 1.5 million standard containers annually. Meanwhile Dongguan logistic center, large scale logistic base in Human town and Changping town will be constructed in a faster pace, with a stress on the 3^rd side logistic companies, wholesales and distribution center. We will go on to hold the 3C EXPO, Human Fashion Fair, and Hujie famous Furnture Exhibition, progressively developing convention business, thus enhance circulation function of the city.

We will develop Eastern Industrial Park, reorganize existing industrial parks, give prominence to hi-tech industrial, transform traditional dominant industries with hi-tech, bring up the level and competition ability of the manufacturing industry.
