Illegal dumping causes flooding

Mounds of sludge, concrete, stones and bricks have been dug out from the inspection chambers of the drainage system of Binhai Thoroughfare in Shenzhen.
The waste, dumped illegally, had blocked the system and caused vast expanses of water to flood Binhai Thoroughfare during the recent heavy rains resulting in traffic jams lasting several hours.
On May 5, more than 40 workers from the city's Water Resources Group were sent to dig out the construction waste.
The workers are now working three shifts a day and estimate that it will take more than 10 days to finish the job.
The construction waste was dumped by trucks, according to a staff member at the Water Resources Group.
There are quite a few construction sites near the thoroughfare. For the sake of convenience, the trucks on some construction sites dumped waste into the inspection chambers at midnight, clogging the drainage system.
The fine of 2,000 (US$240) to 3,000 yuan for dumping waste into the drainage system is apparently not heavy enough to curb the trucks, most of which bear no license plates and are difficult to catch.
As a result of waste dumping in the drainage system, the heavy rains from May 3 to 5 flooded many sections of Binhai Thoroughfare.
On the morning of May 5, a vast expanse of water inundated Binhai Thoroughfare.
In Zhuzilin and eastern Shahe sections, the accumulated water reached a depth of one meter. Police closed these sections. Traffic lined up in all lanes for more than 100 meters and was delayed more than four hours.
Several men were seen wading to and fro in the waist-deep water on Shahe Road East. They were fishing for license plates washed away by the fast-flowing water intending to sell them to the owners for 200 yuan each.
