SZ to give hukou to graduates of 38 univs.

The city government has promised to grant the Shenzhen hukou, or permanent residence permit, to graduates of 38 elite universities even before they are employed.

At a press conference earlier this week, the municipal personnel bureau said the new policy is aimed at attracting talented individuals in the fields of finance, science and technology and other areas where their expertise is most needed.

To qualify for the scheme, graduates of the listed universities should also major in one of the areas listed by the government.

"We listed some 50 majors under six categories, including economics, law, animation, management, science and technology," said Lu Tao, spokesman and vice director general of the bureau.

"For example, we included LCD researchers and technicians in this year's list, as the city is aiming to develop the liquid crystal display industry in the coming five years," said Lu.

Graduates from other cities can now only apply for hukou through their employers, who usually regard the permit as an incentive for their staff.

However, under the new policy, graduates will be able to apply for the hukou directly without signing a contract with local employers.

Detailed conditions and procedures will be announced next year.

The Shenzhen hukou entitles holders to a higher premium in social security paid by their employers, compensation in cases of unemployment and free compulsory education for their children.

The 38 prestigious universities include Beijing, Qinghua and Fudan. According to Lu, the bureau is expected to expand the list after this year's trial.

Last year, more than 26,188 graduates, including 299 holders of doctorates, 6,037 holders of master's degrees and 3,666 holders of bachelor's degrees, obtained the Shenzhen hukou.

A spokeswoman for the career center of Shenzhen University told the newspaper that the university was not worried about the new competition, because it enjoys "the advantage of being in a favorable position."
