Chinese Vice Premier Zeng Peiyan has said that city planning should follow a scientific approach and change the current city development mode to ensure healthy development of cities.

Zeng gave the speech at a meeting held by the State Council to arrange the compiling and revising of comprehensive city development plans.

Zeng said that since the reform and opening up began, China has formed a city planning system covering the whole country, which has played an important role in enhancing city construction and improving city management.

He said that especially in the recent years, city planning has served as an important measure for macro-control of the central government to contain blind expansion of cities and to put the establishment of various development zones under effective management.

Zeng emphasized that there still exist such problems as improper positioning, extensive mode and irrational distribution in the development of some cities.

He said such problems should be solved in the new compiling and revising of the city development plans.

He said China should stick to an urbanization mode with Chinese characteristics by turning the focus of city development from quantity to quality.
