The Traffic Administration of Guangdong Public Security Department said that sixteen measures presented by Traffic Administration of the Ministry of Public Security of the PRC will go into service as of July 1st. According to the measures, vehicle owners can choose, through a computer, one license plate number from a selection of five but not the previously allowed two numbers. A registered number plate also has a lifetime validity.

The new measures also rule that whomever can offer valid testimonials or whomever passes the driving test can have their motor vehicles registered and driver's license approved and issued within two days. This new limit supercedes the five days previously allowed. Those who fail to provide certain testimonials or get the driver license due to special reasons such as being away on service or abroad, can apply for a postponement. When motor vehicles are discarded as useless, drivers can buy new ones without buying a new number plate. Meanwhile, those who have broken traffic laws or caused traffic accidents before their vehicles are scrapped are not allowed to use the original number plate. When a traffic accident is placed on file for investigation, the relevant parties are interrogated by public security departments and have the right to ask their lawyers to be present. The lawyers can check, copy and extract relevant materials about the said traffic accidents as is necessary.
