Chairman of Institute for Industrial Development Studies


After graduating from the University of Bologna with Romano Prodi and the London School of Economics and Political Sciences, and a rapid academic career in various Universities, returned to Bologna in 1990 as full professor of European Economics and Policy.

In 1996 he moved to the ancient University of Ferrara to found the Faculty of Economics, of Public Administration and International Institutions, where he is now the academic dean.

His varied career has included being a member of several advisory committees, editorial boards (editor of L'Industria, the Italian Journal of Industrial Economics; member of the board of Policy Studies, Review of International Political Economy, Review of Industry and Innovation, Revue de Economie Industrielle) and scientific committees (among them Nomisma, the think-tank on industrial policy, and the European Institute for Prospective Technologies Studies, Seville).

He founded with Roger Sugden and Keith Cowling the European Network on Industrial Policy Studies-EUNIP, which is today joining more than 150 members in Europe, in 1997 with the University of Ferrara, Birmingham and Wisconsin founded the Institute of Industrial Development Policy Studies, managing a school of industrial development policy studies in Ferrara, Milwaukee and Managua.

At the academic activity, he added an intense work as advisors of international institutions and of the Italian government. He has been member of the board of Directors of IRI-the Italian state holding in charge of privatization (1997-2000) and President of Sviluppo Italia, the Italian Development Agency (1999-2000).

He acted as advisor of the Italian Institutions (Prime Minister Office, Minister of Industry Cabinet, Regional Government of Emilia Romagna), and international institutions from EU, to BID and UNIDO mainly on issue connected with the development of industrial organization, small and medium sized companies).

He wrote 17 books and 200 articles on industrial policy and development of small firms, among them "Innovacion y territorio-Politicas para PyMEs", Editorial JUS, Ciudad de Mexico, 1999, in castellano, "Politiche industriali dell" Unione Europea" II Mulino, Bologna, 1999 "Industrial Policies and economic Integration. Learning from the European Experiences, Routledge, London, 1998 "Costruir el mercado Lecciones de la Union Europea; el desarollo de la instituciones y las politicas de compettitividad", Universidad nacional de Quilmes, Buenos Aires, 1997, en castellano Bianchi@economia.
