Guangdong announces measures to optimize COVID-19 response

On November 14, Guangdong released a circular on adjusting quarantine measures in line with the optimized COVID-19 response by the State Council joint prevention and control mechanism.

The circular highlighted the delivery of the new measures based on specific circumstances and the rectification of one-size-fits-all approach as well as excessive policy steps.

Four key groups of people are mentioned in the new adjustments, along with secondary close contacts and people under quarantine.

For close contacts and inbound travelers, the COVID-19 quarantine period will be cut to 5 days of quarantine at designated sites plus 3 days of home quarantine, from the previous 7-day centralized quarantine plus 3-day health monitoring at home.

When inbound travelers are released from centralized quarantine, those with cycle threshold values between 35 and 40 in COVID-19 nucleic acid tests, if infected previously, should take 2 tests in 3 days.

Those who had visited the high-risk areas will be subject to a 7-day home quarantine instead of 7-day centralized isolation as previously required.

Those who had offered services at high-risk posts will undergo 5-day health-monitoring at home, instead of 7-day centralized isolation or 7-day home quarantine.

Secondary close contacts will no longer be identified.

Quarantine will be immediately lifted for those who have undergone 8 days of centralized quarantine with negative COVID-19 test results.

For people under centralized quarantine, those who have undergone 5-day and less than 8-days isolation should complete 1 to 3 days of health monitoring at home.

People who have undergone 5-day centralized quarantine and are qualified for home quarantine can be transferred under closed-loop management for home quarantine, while those unqualified should be subject to 3-day quarantine at original designated sites.
