Under the condition of economic globalization and regional economic integration, as well as the speedup of international industrial adjustment and transfer, in a aim to benefit from the implementation of Closer Economic Partnership Arrangement (CEPA) signed by Chinese mainland, Hong Kong and Macao Special Administrative Region (SAR), and the promotion of China-ASEAN free trade zone, which is also called "10+1", Guangdong Province planed Pan-Pearl River Delta on the basis of discussion in 2003 according to the policy of regional economic development advanced by central government; this area in blueprint with Pearl River Delta as the center extends along Pearl River, across the border of Guangdong Province, and cover a large area of South China. The provinces/regions within the Pan-PRD had close trade relationship; and the region will develop through further cooperation. With actively responding from neighboring 8 provinces, Fujian, Jiangxi, Hunan, Guangxi, Hainan, Sichuan, Guizhou, Yuanan, together with Hong Kong SAR and Macao SAR, under the guidance of central government and support of relevant national section, Pan-Pearl River Delta cooperation is experiencing initial achievements and steady growth.
