The launch of Pan Pearl River Delta is to further implement CEPA between mainland and HK, Macao SARs and boost the coordinated development of eastern, middle and western part of the country, says Liu Jiang, Vice Director-general, State Development Planning Commission in his speech on the PPRD forum.

He says, Pan Pearl River Delta regional cooperation is in line with regional cooperation strategy promoted by the central government and is also in line with the further economic development of HK and Macao SARs.

The mainland's development relies strong to HK and Macao's international trade ties, while HK and Macao's development needs the support of mainland. HK shall bring into full play its position as the regional center of finance, logistic and business, and Macao shall develop its tourism and entertainment industry.

As for Pearl River Delta, on the one hand, it shall tighten its tie with Hong Kong and Macao and further the cooperation in manufacturing sectors, accelerate the adjustment of industries and the development of service industry; on the other hand, it shall enhance cooperation with the neighboring provinces/regions and optimize the resource distribution in the region so as to seek a new economic take-off.

The start-off of PPRD is an effective way in promoting the development of central and western part of China. To keep pace with world trends like economic globalization and regional economic cooperation, the regions shall further open up to their counterparts in China and to the outside world. Through cooperation with their neighbors and Hong Kong, Macao SARs, they will better the utilization of resource. It will be easier for then to turn their rich resource and low production cost to be advantages in boosting economic development.

PPRD regional cooperation has seen a good start-off, with cooperation is carried out in various aspects as trade, communications, resources, technology, etc. Series of multi-level exchange and cooperation shall be carried out afterwards.

Liu stresses that the cooperation in governmental level is key for the regional cooperation. They shall build various systems concerning policies, credits and so on, and smooth out the problems during the cooperation in different levels.

Finally, he expresses that central government will support the PPRD project and will do coordinating work for the regions.
