Article 1:

The conference shall be entitled "International Consultative Conference on the Economic Development of Guangdong".

Article 2:
 
Senior executives, representing different sectors, shall be invited by the governor of Guagndong Province to form an Advisory Council for the Governor. The term of service of each adviser shall be three years. Each member of the Advisory Council shall have the right to bring one deputy or one assistant to the conference. 

Article 3:

The purposes of the conference shall be:

• To provide information and make recommendations to the governor of Guangdong Province for promoting economic performance of Guangdong, and enhancing the economic reform and opening-up process and modernization drive.
• To help international enterprises understand the opportunities of participating in economic activities in Guangdong.  

Article 4:

The conference shall be held once each year, principally in Guangdong Province. Prior to the conference, each member of the Advisory Council shall offer a report of advice to the Governor. At the end of the conference, the Advisory Council as whole shall submit a report to the Governor. The Council's report shall address matters included in the conference agenda and make recommendations on:

• How global and regional development trends may affect the growth of Guangdong's economy;
• Development strategy of Guangdong;
• Maintaining Guangdong's position as one of the most dynamic and flourishing regions in China.  

Article 5:

The Advisory Council shall have one chairman and the term of service of the chairman shall be two years. The chairman shall be elected by the advisers at the plenary session of the conference and shall chair the conference.
A secretariat shall be set up to serve the conference and a secretary-general shall be appointed. The secretariat office shall be at China Guangdong Provincial Planning Commission and shall facilitate the following services:

• Administrative arrangements for the conference;
• Providing members of the Advisory Council with information with regards to economic and social development in Guangdong Province;
• Liaison between the Council members and Governor of Guangdong and competent departments of Guangdong Province Government;
• Daily matters related to the conference.
