Information flow, ensuring the flexibility of research result transferring into products, as well as enterprises' management, is key for Guangdong IT or other high-tech companies to become world-class ones, Mr. Bullinger says in his press conference held this afternoon (Nov. 1st).
Mr. Bullinger, President of the Fraunhofer-Gesellschaft and applied informatics specialist, is the first of the 21 advisors of ICCFED arriving at Guangzhou yesterday (October 31st).
Answering questions of the reporter from newsgd.com, Professor Bullinger gives his advice on development of Guangdong IT and other high-tech companies.
Question I: Guangdong has many first-class R&D centers in the country. What do you think is the most important thing for them to be the world-class ones?
"In order to become world-class, companies should always be familiar with the benchmark and well-informed of the international trends. They should also try to evaluate the competitiveness of all the opponents."
"There are actually only ten or twenty percent of institutions/projects in the world can be 'world-class'."He says. Therefore, all companies should try to keep pace with time.
"However, companies always following the benchmark are only the second winners. Real world top enterprises actually go beyond the benchmark. They forecast the trend of the sector."
He also advises Guangdong companies to have the consciousness of as well as to undertake full-side studies related to industries.
Question II: What is your suggestion for Guangdong hi-tech enterprises?
"Hi-tech enterprises in Guangdong are not the best, but they are fairly well-developed."
"These hi-tech companies need to improve their industrial management, which is one of the most important factors influencing on the making of best solutions of a company."
"They also need to improve their product management. Before delivering a product to the market, enterprises should make a thorough investigation of the market. So their research projects should be related to the products market demands."
"And finally an important point, flexibility is greatly significant for the whole design-to-production course." says Bullinger, "Information flow, ensuring the flexibility of research result transferring into products, is a key for Guangdong IT or other hi-tech enterprises to become world-class ones."
Question III: Which is more important for the IT and other hi-tech companies, management or innovation?
"I think in all cases, also in information and communications, management is a very important point. To be frankly, the production technology is much developed in Guangdong; and the management technology, as I mentioned, can still be further developed in the production companies."
"So far as I see, in IT-based companies, management is also very important, especially for those who want to go abroad in information technology. It is very important to look for their best management method in the world."
ICCFED: golden chance for cooperation
In his press conference, Professor Bullinger introduces that Fraunhofer Gesellschaft is mainly involved in application research, functioning as a bridge to connect fundamental research and production or the market.
"One third of the fund of fundamental research comes from government, while the left is mainly earned by conducting projects." says Mr. Bullinger.
He also says there are two pillars supporting the cooperation between his institute and Guangdong. One is to advise German companies to explore business in Guangdong, which has been successfully undergoing at present. The other is to undertake research by cooperating with local Guangdong companies in a hope of gaining research results, which can be effectively utilized in enterprises.
He tells reporters that a Germany-China research institute was just established in Beijing a week ago, focusing on promoting telecommunication and information technology.
Mr. Bullinger says this ICCFED provides a rare opportunity for strengthening information exchange and enhancing the close cooperation between Fraunhofer Gesellschaft and Guangdong Province.
Advice for small & medium enterprises
Concerning the survival and development of the small and medium enterprises in Guangdong, Professor Bullinger says that these companies lack their own department of design research as well as enough funds.
"My advice is that the SMEs should raise their qualification for engineers and researchers and should work together to establish a network of SMEs so as to establish an equal cooperative relationship with the large ones."

On car manufacturing
Mr. Bullinger says car manufacturing will certainly have a big market in China. He advises Guangdong car manufacturers to develop their own cars and to expand their own consuming demand. Producing cars with various ranges of price will also help to enlarge its market, he says.
On energy industry
Better management is also demanded in the energy industry, says Bullinger.
Energy saving is important, but not the general one. Innovation for supporting the energy saving is also significant.
