5 key words to show Guangzhou’s main orientations in 2018

Recently Wen Guohui, the Mayor of Guangzhou, delivered the Governmental Work Report on the city’s Legislative annual Session. In the report Wen structured Guangzhou’s schedule in 2018, laying emphasis on what fields Guangzhou will strengthen in 2018.

Five-year action plan to accelerate IAB industries

The city has seen hi-tech enterprises flourish, including many Fortune 500 enterprises as well as leading companies in certain fields last year.

A number of industry leading IAB projects from such companies as Foxconn, Cisco, GE, BeiGene, AsiaInfo and GAC are already underway. Furthermore the USA’s Cold Spring Harbor Laboratory and Guangzhou’s Development District signed a memorandum of cooperation on the joint establishment of a research institute, a scientific and technological ‘achievement transformation center’ and a biopharmaceutical industry fund.

Guangzhou has formulated a five-year action plan and will strive to make the output value of its IAB industries hit one trillion yuan by 2021.

Moveover, Guangzhou will increase the industrial investment to 150 billion Yuan, with the increasing rate of 100%, tailoring to cultivate 6 industrial clusters with the value of over 100 billion Yuan.

Construct the National Scientific Technology Industry Innovation Center

Guangzhou placed innovation as the priority of it’s plan in 2018, aiming to make the itself the city of innovation as well as the city of opportunity.

The work report indicated that constructing the National Scientific Technology Industry Innovation Center is an additional priority for Guangzhou's Government. More efforts will be made in constructing the Guangzhou-Shenzhen Science and Technology Innovation Corridor, and Guangzhou will act as a leading city to initiate co-develop industries, share scientific technology resources and allow talents travel across regions.

It is a top priority to cultivate hi-tech enterprises. Guangzhou is scheduled to support 200 small companies with high-grade , precision and advanced technologies. Also the government will pay attention to increase the city’s capacity of innovation and more will be injected to key innovative projects such as National Supercomputer Center in Guangzhou.

Establish a highland for creative and innovative talents

The city now offers strong talent support for top overseas talents in foreign-invested enterprises, such as senior management personnel and researchers.

For instance, now the city is attempting to issue the ‘Global Talent Green Card’ in advance of an individual's arrival. At present, the card holders and their spouses and any minors are regarded as a registered permanent resident of the city, and enjoy the same policies in housing, education, medical treatment and elderly care.

GD-HK-Macao Comprehensive Cooperation Demonstrative Zone

As a key platform to establish an open economy, Nansha District of Guangzhou has played an important role in Guangzhou’s participating the construction of Guangdong-Hong Kong-Macao Greater Bay Area.

This year Guangzhou determines to merge itself more deeply into the Greater Bay Area by constructing a demonstrative zone in Nansha as a pioneer to inspire the potential of the city’s capacity to enhance international cooperation and attract more oversea investment.

Also key trans-regional infrastructural projects such as Hong Kong-Zhuhai-Macao Bridge and Shenzhen-Zhongshan Link will be mainly focused on.

Moreover, Guangzhou will implement more policies to liberalize trade and services among Guangdong, Hong Kong and Macao, boosting free flows of talents, materials, information and capitals within the area, aiming to interest Hong Kong and Macao companies in modern services. Policies will include those in healthcare, higher education, technical innovation, legal services, accounting services, IP protection and so on.

Increase Guangzhou’s capacity in international shipping and aviation

This year Guangzhou will keep on its construction of communication-hub city.

The city has drafted a three-year action plan to develop itself as an international shipping center, mainly concentrating on Nansha Port’s upgrading as an world-class shipping hub.

Also the development of Guangzhou Baiyun International Airport will be a vital frontline to develop the city’s target of being an international aviation hub. This year the Second Terminal in Baiyun International Airport will be put into use, and the fourth and fifth Runaway and the Third Terminal are being planned.
