Guangdong IPR Protection Publicity Week 2004

According to the national work plan for the rectification and standardization of market economic order, in concert with the publicity work during the April 26 (the World Intellectual Property Day) period, the National Office of Rectification and Standardization of Market Economic Order, along with the National Office of Combating Pornography and Illegal Publication, State intellectual Property Office, Ministry of Public Security, General Administration of Customs, General Administration for industry and Commerce, General Administration for Quality Supervision and inspection, General Administration of Publication, National Copyright Administration, decided to launch the IPR Protection Publicity cheek campaign nationwide during the April 26 period, Which constituted a significant part of the market economic order rectification and standardization.

The People's Government of Guangdong Province highly values the protection work for intellectual property rights (IPR). In accordance with the national program of the IPR Protection Publicity Week, the Provincial Intellectual Property Protection Committee conference, convened by Mr. SONG Hai, Vice-Governor of Guangdong, put forward a working scheme for the Guangdong IPR Protection Publicity Week campaign, setting as the main theme for the campaign 'encouraging creation, respecting intellectual property, and maintaining market order'. The departments and agencies concerned, in line with the working scheme, organized a series of publicity work and law enforcement actions. The main content includes the following:

1. On April 26, Vice Governor SONG Hai presents on Guangdong TV a television speech on the 'World Intellectual Property Day'.

2. On April 26, the newspaper Nanfang Daily presents a special page for IPR publicity, covering the latest developments of the intellectual property work of Guangdong.

3. On April 26, the Provincial Office of Rectification and Standardization of Market Economic Order, and the Provincial Office of Intellectual Property Protection Committee, jointly hold a press conference to release the 2003 report of IPR protection in Guangdong to foreign consulates in Guangzhou and the press at home and abroad, and meanwhile hold a book presentation ceremony, presenting the IPR protection book Copyright Knowledge: Questions and Answers.

4. On April 26, the 'No Fakes Pledge' movement initiated and advocated by the Provincial intellectual Property Office and the Provincial Copyright Bureau, will be officially activated in Shenzhen, and will be promoted in such pilot cities as Shantou, Dongguan, and Guangzhou.  The 'No Fakes Pledge' movement is a project from Guangdong-Hong Kong cooperation in IPR protection, a movement simultaneously launched in Guangdong and Hong Kong.

5. On April 27, the Organization Department of Guangdong Party Committee and the Provincial Intellectual Property Office jointly hold the lecture 'Implementing intellectual Property Strategy, and Developing Regional Economic Competitiveness', inviting Director General of the State intellectual Property Office, Mr. WANG Jingchuan to deliver the lecture.

6. During April 1--April 30, as organized by the Provincial intellectual Property Office, municipal intellectual Property Offices across Guangdong carry out special actions for joint law enforcement, publicly hearing and prosecuting severe and typical cases of IPR infringement, checking key areas, key markets and key products, investigating and suppressing acts of infringement, and protecting IPR in commodity exhibitions and trade fairs.

7. The Provincial intellectual Property Office, Copyright Bureau, Public Security Department, Guangdong Customs Administration, and Provincial Court will jointly publicize to the press typical cases of IPR infringement.

8. Relevant departments and agencies in all the municipalities across Guangdong launch their own IPR Protection Publicity Week campaign. As directed by the provincial government, municipalities all over the province, in line with the actual circumstances of the local areas, carry out diverse forms of activities for IPR protection publicity.
