Last night (November 16th ), Executive Vice Governor, Mr. Zhong Yangsheng and his group members of preparatory of GDICC inspected the main conference hall and press center, and met the journalists based on Guangzhou White Swan Hotel, where the GDICC will be held. Taking this opportunity, the journalists had asked questions for Mr. Zhong about this conference. Mr. Zhong replied their questions, and explained the why Guangdong government chose "Sustainable development " as the theme of this advisory conference, and how the subjects under this theme had been selected. He also confidently believed that this conference will come into success. Why the theme of GDICC is "Today and Tomorrow--Sustainable development in Guangdong"?
Mr. Zhong told to the reporters that the reason to choose sustainable development as the theme in this GDICC was simple; there was no secret to choose the theme. According to the instruction of Mr. Zhang Dejiang, Secretary General of Guangdong Province, Guangdong is trying to find the solution and sort out the problems of sustainable development through making use of this theme and consulting to the advisors. Therefore, at the beginning of this year, sustainable development had been decided as the theme of GDICC 2005 in the provincial government meeting chaired by Governor Huang Huahua. Mr. Huang Huahua highly concerned about the choice of the theme and took it into serious consideration. Specifically, three aspects have been mainly considered to choose the theme.
Firstly, sustainable development embodies the requirement of implementation of the view of scientific development. Secondly, it is a necessary decision, for it meets the reality of the current and future development of Guangdong in the relatively long period. "Looking back last four conferences, each theme has indicated its own feature at the time. On one hand, the chosen theme should link closely to the trend of global development, on the other hand, it should also reflect the guideline of the direction of economic development in Guangdong, and this time, the theme is not the exception." Mr. Zhong said. At present, Guangdong seriously faces the "bottle neck" in terms of natural resources, environment, skills, human resources; it is hard to maintain the high-speed development in the traditional model of extensive development. How to break these four restrictions and realize the all-round and sustainable development in Guangdong remains an urgent problem, which needs research and discussion. Why chose industrial, ecological and social sustainable development as the three subjects in this conference?
Mr. Zhong Yangsheng introduced that industrial, ecological and social sustainable development will be the three main subjects in this conference. He also highlighted that the advisory conference will not be the empty talk for Guangdong's development.
The theme of GDICC 2005 will be discussed into three different subjects which mainly concerned the problems needed to be solved. "According to the instruction of Governor Huang Huahua, I raised three criteria for choosing the theme, first, it should be embodied the view of scientific development. Second, it should be targeted, focusing on the most concerned and the problems in ultimate need to be solved. Third, it should be effective, which can combine the expertise of our advisor and enable them to raise valuable suggestions. So far, these three criteria are satisfied." He said.
Mr. Zhong also pointed out that, in these three subjects, the discussion of industrial sustainable development targets the problems of comparably slow adjustment of industrial structure, low quality and less consistence of development, and the chosen subject of the discussion will be technology innovation and upgrade of Guangdong' s industry. In the recent years, facing the booming of economic development in other regions, Guangdong has clearly experienced its own incompetence of economic growth, which has many problems needed to be discussed and solved. How to enough and support enterprises to conduct the technological innovation in the policy, how to support enterprises to implement the innovative activities through the effort of creating the capital market and protecting Intellectual Property Right, how to accelerate the industrial upgrade by making use of the opportunity of transference of global industries transference , how to effectively promote the industry transference in the Pearl River Delta. Provincial government needs the suggestion from the advisors.
Ecological sustainable development concerned the pressure from the natural resources and environment. The chosen subject was circular economy and green Guangdong development. Mr. Zhong analyzed that the consumption of energy, material per unit and the pollution volume are clearly higher than the global average level, hence, developing circular economy is the effective solution to tackle polluted resources, which is the obvious choice to realize sustainable development and built up Green Guangdong. Guangdong is in the initial development of circular economy, how to make the public aware the saving and environment, how to form the stimulation system and law system to promote the development of circular economy, are the key questions that Guangdong wanted to consult the advisors.
Social sustainable development focused on the storage of human resource in Guangdong, the chosen subject was development of education and human resources. Mr. Zhong had clearly said that: "We eagerly expected to learn more enlightened ideas from our advisors about the questions, like how to allocate the limited resources of education to develop the growing public education, how to built up the stimulation system of education investment, how to enable more young people to get access to the technical education, how to bring up innovative talents and so on." What golden ideas the advisors have proposed?
Some reporters asked how the advisory reports and suggestions.
Mr. Zhong told to them: "We did see the sparkles in 24 advisory reports we have received, many of which contained practical proposals reflecting the reality of Guangdong. These 24 reports, were the thinking storm, and the feast full of nurtures. We will collect the valuable and constructive ideas combining the problem in existence, then further our research, eventually formulate the policy and regulation, blossoming these thinking flowers!"
Mr. Zhong also took some examples, he said, in the report from Kodak, 'Enterprise transformation and technological innovation', it raised the idea that: it is possible to result in the disability of system and the incompetence of the market disability if Guangdong fully relies on the force of the market, foreign companies and private sectors are not desperately in need the high-tech talents with master or doctor degree, but the senior skilled workers and engineering designers experienced who are experienced. In the report from BP, Challenge and Opportunity---Sustainable Development in Guangdong, they suggested that government should provide the privileged tax treatment to users of low-energy consuming and high-efficiency automobile, develop the low price transport, set up the private-car-forbidden belts, cycling line and pedestrian line, encourage the public to travel on foot or by bike. The report from Novartis, Making environment be a competitive factor, they believed that it is an important factor to build up an investment environment which has a awareness of foreign concern.
