Guangzhou Basic Construction Projects mainly includes transportation facilities, energy establishments, city environment constructions, Guangzhou Broadcast TV Satellite Transmission Centre and Guangzhou Television Tower, etc.

Olympic Council of Asia (OCA) requires Guangzhou to have transportation facilities that can afford 80,000 people to commute in 2 or 3 days. It is supposed that more than 100,000 people will use Guangzhou's traffic system when the Asian Games are held.
Guangzhou Municipal Government made up city planning as follows:
1.Guangzhou Baiyun International Airport (the 2nd section)
With dual runways and over 40 international flights, Guangzhou Baiyun International Airport can support a yearly volume of 25 million passengers，and freight of 1 million tons.
2. Railway Network Project (Metro)
237.6km's of railway network will be built in Guangzhou before 2010. Now, 36.6 km's of railway have been put into use. After 2006, 201 km's of railway will be built.
3. Freeway Project
Before 2010 Guangzhou will build or expand a set of freeways totaling 445 km in length.
4. Open -to -Traffic Project
Guangzhou will form an effective and safe Open -to -Traffic network made up of 4 rings and 18 radiating main roads before the Asian Games.
5. Urban Main Road Project
Before 2010, Urban Main Road Project will effectively make urban traffic status a progress.
6. Guangzhou New Passenger Transport Railway Station and Its Relevant Project
Guangzhou will establish a top-ranking passenger transport railway station in Shibi before 2010.
Energy Supporting Facility Project
This includes Guangzhou Hengyun 2×300MW Unit Hot Electricity Expansion Project and Zhu Dian 2×350MW LNG Unified Electricity Recycling - generation Stage 2 Project
Urban Environment Construction Project
This includes the Green Mountain and Green Land project, the Blue Sky and Clear Water Project, the Urban Appearance Beautification Project, the Asian Games Gym Environmental Protection Project and the construction of a waste water treatment facility and garbage handling equipment.
The detailed projects (code names) include: Waste Heading-off, Green Mountain and Green Land, Zhujiang New City, New Central Axes Construction, Central Urban District Gardening and Virescence, Ring-shaped Green Ecological Bracer, Ecological Corridor Network, and the recondition of 231 wasted rivers inside the city.
