Building an intelligent Guangdong by 2020

According to the Guangdong Informatization Plan (2013-2020) approved in April, the province will accelerate its communication infrastructure construction and strengthen its informatization related R&D capacity. By 2020, Guangdong should develop itself as an "intelligent province".

"Acceleration of informatization and boosting innovation is the inevitable move for the province's economic development mode switch and energy saving campaign," said Ye Jiaguo, Senior Economist of Modernization and Development Strategy Research Institute of Guangdong Social Science Academy.

Guangdong will accelerate R&D in cloud computing, mass data and new Wifi communication and systems, and support the collaboration of informatization and industrialization.

To enhance telecommunication infrastructure construction, Guangdong will speed up "Fiber to the Home", "Wifi City" and "integration of telecommunication network, broadcasting network and internet".

By 2020, internet coverage will reach 78 percent and 85 percent of the Pearl River Delta area will be able to go online. Broadband coverage will exceed 45 percent and Wifi coverage will reach 90 percent. The urban public area will be all covered by WLAN.

The outline supports private enterprises, especially SMEs and micro enterprises, to enhance their R&D capacity and their coordination capacity.

E-business volume is expected to exceed 8 trillion RMB by 2020 and eretails will account for over 20 percent of the social commodity retail sales. More Made-In-Guangdong Goods Online events will be held to support new marketing and consumption styles.

The outline also supports the development of mass data analysis and mining, to increase the government's public services and management level in the short term and plans to push forward wider application of mass data in the province in the long term.

"Internet of things" is the foundation work of Guangdong's "Intelligent City" and will penetrate community construction, communications system upgrade, food safety monitoring, sewage system management, disaster prevention and other infrastructure construction and maintenance services.

The province will also develop a super calculating center with the world's fastest computer Tianhe II in Guangzhou.

The province gives priority to four related manufacturing industries, including telecommunication equipments, mobile terminals, computer equipments and information services. (by Zhang Ying)
