Zhanjiang is ambitious to raise its per capita GDP to national average by 2017, said Liu Xiaohua, Zhanjiang Party Chief, in an interview on Jan, 19th.

Zhanjiang is a city tucked in the southwestern end of Guangdong province. It lies on an inlet of South China Sea off the east coast of Vietnam.

Zhanjiang pins hopes on three mega projects

According to Liu, three mega projects (Baosteel Iron and Steel Project, Sino-Kuwait Integrated Refinery & Petrochemical Project and Papermaking Project) are under construction.

Liu said that Zhanjiang’s top priority at the moment is to develop its industry, and these three projects are expected to serve as the engine for Zhanjiang’s economic take off.

The construction of Baosteel iron and steel project will start in May, and end in 2015. And the plant is expected to start operation in 2016, said Liu.

He also revealed that Sino-Kuwait refinery project has chosen a site and finished acquisition process.

As for the papermaking project, the Guanhao special paper project, with an investment of 7.6 billion RMB, will start trial operation soon. The second phase will soon be constructed. Another project of China Paper Industry Group will also kick off its construction early this year. The Chenming comprehensive pulp and paper project started operation in 2011 and started Phase II construction last year.

6 seaside resorts to be built

Since Zhanjiang has abundant marine resources, it will take its advantages and make itself a “green bay city”, said Liu.

Liu added that Zhanjiang will focus on 4 works in order to achieve that goal. One is to formulate a forward-looking guideline. The second task is to develop the East Coast New Area, which can make more use of its coast areas. Another task is to strengthen the protection on waters, beach and ecology, and build 6 seaside resorts. The last one is to conduct a thorough research on coast lines and marine resources.

A new marine silk road to be built

Earlier, the provincial Party committee and provincial government declared the strategy of “building the marine silk road of 21st century”.

Liu said that Zhanjiang, due to its geology, serves as link between Guangdong and ASEN countries. And therefore, it will actively participate in this strategy. It plans to further its cooperation in vegetables and aquatic products with ASEAN, attract more ASEAN tourists.

Liu: Make Zhanjiang greener, cleaner and safer

Aside from developing the economy, Zhanjiang government is working hard on issues which concern the livelihood of residents. In 2013, Zhanjiang has spent 40 billion RMB in this aspect.

According to Liu, the government cleaned up the rivers and the reservoir, and it cooperated with Guangxi Province to protect the water quality.

Liu emphasized that “We are not only trying to make our city greener, but also to make it cleaner and safer.”

In the coming months, Zhanjiang hopes to have campaign on road safety, persuading drivers and pedestrians to follow the traffic rules, and getting rid of the traffic disorder it is having now.
