In 1983, China was admitted to the World Tourism Organization; in 1985, China determined to celebrate World Tourism Day in a province, municipality or autonomous region annually. Since then, tourism academia and the industry have discussed whether China should have "China Tourism Day".

Traveling Scope proposed to set up "China Tourism Festival" in 1987; and someone inspired by World Tourism Day made a proposal in 1999 on setting up "China Tourism Day".

19, 2001, Ma Shaoqin from Ninghai, Zhejiang Province issued an initiative of setting up "China Tourism Day" to the society in the name of Ninghai Xu Xiake Traveling Club, "As a country rich in tourist resource and aiming to be a world tourism power, China should have its own tourism memorial day. We propose to name May 19, the opening day of Travel Notes of Tiantai Mountain, the first article of Travel Notes of Xu Xiake, 'China Tourism Day', to commemorate Xu and motivate the Chinese people to forge towards a world tourism power."

On December 1, 2009, the State Council issued the Opinion on Accelerating the Development of Tourism and raised the requirements of setting up "China Tourism Day". On December 4, 2009, the China National Tourism Administration (CNTA) initiated the work of setting up "China Tourism Day". After the date scheme was solicited nationwide, many areas scrambled to file applications. It took ten years from issuance of local and civil initiatives, to constant attraction of social attention and to initiation of "China Tourism Day" by relevant national institutions.

In December 2009, CNTA's "Work Committee on Soliciting the Scheme for China Tourism Day" authorized Sina.com to conduct a special survey on the date of setting up "China Tourism Day". The survey was conducted in the form of questionnaire with travel.sina.com.cn as the only official channel.

In accordance with the Announcement on Soliciting the Date Scheme for "China Tourism Day", "China Tourism Day" will be set up with the aim of enhancing tourism publicity, cultivating the Chinese people's awareness of travel leisure, encouraging the masses to participate in travel widely, improving the living quality of the Chinese people and promoting the development of tourism. The specific date of "China Tourism Day" will be fixed under the following principles: the date should be of commemorative and publicity significance related to tourism, suits travel for all the people and is conducive to enhancing the Chinese people's awareness of tourism and giving play to the educational function of tourism.
