| Guangdong Party Chief Wang Yang and Donald Tsang, Chief Executive of Hong Kong SAR, on March 3 discussed how to implement initiatives relevant to co-operation between Guangdong, Hong Kong and Macao in the Outline of the Plan for the Reform and Development of the Pearl River Delta.
Wang said both sides will collaborate in full implementation of CEPA and liberalization measures implemented in Guangdong on a pilot basis. Guangdong has established a dedicated office to co-ordinate relevant work.
Guangdong and Hong Kong agreed to complete drafting a cooperation frame work by the end of this year, which will focus on infrastructure facilities, industries, environmental protection and education.
Guangdong and Hong Kong will enhance coordination and cooperation among their airports, ports and other transportation infrastructures in the greater PRD area.
Both sides will continue working to complete the Hong Kong-Zhuhai-Macao Bridge, which will start construction before end of this year, and Guangzhou-Shenzhen-Hong Kong Express Rail Link, Hong Kong-Shenzhen Airport Rail Link, the boundary control point at Liantang-Heung Yuen Wai.
Hong Kong and Guangdong will also work together to encourage Hong Kong financial institutions to enter Guangdong and continue cooperation with local counterparts.
Both regions will also launch a vaccination plant for flu prevention in Guangdong. Environmental protection will be integrated with economic development by leveraging the production base in the greater PRD region. Organizations in both regions will work to improve air quality and emissions reduction as well as develop environmental protection and material recycling industries.
Shenzhen and Hong Kong will establish universities and research institutions in the Lok Ma Chau Loop to foster long-term development of the Greater Pearl River Delta and introduce Hong Kong's vocational training and international exams to Guangdong.
Guangdong and Hong Kong will first draw up post-2010 arrangements for improving regional air quality and transform the Pearl River Delta into a green and quality living area in the national 12th Five-year Plan. Afterwards, governments from both regions will allocate resources within the region to seek balanced development.
