Hervé MACHENAUD, graduated from Ecole Polytechnique in 1968, Ecole Nationale des Ponts & Chaussées et Institut dEtudes Politiques de PARIS in 1973.
He joined the French Civil Service Administration des Ponts & Chaussées in 1973. He was first assigned to the Ministry of Cooperation and joined the National Office of Technical Studies and Development (BNETD) in ABIDJAN (Ivory Coast). During this period, he had the opportunity to conduct several appraisal missions for the Word Bank. Then, Head of Major Works Group at the Departmental Engineering and Construction Division for l’ILLE & VILAINE from 1978 to 1982.
He joined EDF in 1982 where he was assigned as Deputy Site Manager of the PALUEL Power Plant and Technical Manager of the DAYA BAY Power Plant in CHINA, from 1985 to 1989.
He was then Director of the Nuclear Department in the Engineering and Construction Division of EDF in charge of Engineering and construction of domestic and export nuclear projects including N4 CHOOZ B and Chinese Daya Bay & Ling Ao projects.
In July 1995, he has been appointed as Executive Vice-President of the Engineering and Construction Division of EDF.
In 1998, he was appointed Head of the Generation and Transmission Division then Deputy Chief Operating Officer, Industry Branch.
He was appointed EDF Executive Vice-President & Asia-Pacific Branch President in February 2002.

EDF Group in China
For more than 20 years, EDF has collaborated with Chinese partners as Owners Engineer and through bilateral exchanges.
With an installed capacity of 1,300 MWe, EDF is the leading foreign investor in power generation in China, thus continuously taking part in the development of Chinese energy policies.
As part of these extended and ongoing technical and human exchanges with Chinas manufacturers, EDF has transferred its know-how while gaining a wealth of experience from its Chinese partners.

Cooperation of EDF Group with Guangdong Province
• Daya Bay: From 1984 to 1994, at Daya Bay in Guangdong, the EDF Group, on behalf of the owning company, supervised the construction and commissioning of two 1,000 MW pressurized water reactors, thanks to its engineering know-how. Nowadays, The EDF Group now takes part in operating this power plant through assistance contracts.
• Ling Ao: The EDF Group assists and advises local managers responsible for the construction and operation of this nuclear power plant with two 1,000 MW reactors commissioned in May 2002 and January 2003. In July 2004 the Chinese Government approved two additional 1 000 MW units on the Ling Ao site within the framework of which the EDF Group signed, on April 21 2005, a new assistance contract with CNPEC (China Guangdong Nuclear Power Engineering Co., Ltd).
• The EDF Group provides technical assistance for Guangdong Conghua I Pumped Storage Power Station (1,200 MW) from 1989 to 2003.
• In august 2005, EDF Asia Pacific Branch-China Division and The School of Continuing Education of Tsinghua University signed the donation agreement of the Education Aiding the Poor Project of Tsinghua University, to set up “Tsinghua University and Electricity of France Yun Cheng modern distance teaching station for learning popular broadcasting” in Yun Cheng district of Yun Fu city of Guangdong Province.
• With witness of the Chinese and French Government, EDF and CGNPC (China Guangdong Nuclear Power Holding Co., Ltd) signed an industrial partnership agreement on October 26 2006. This agreement extends the cooperation established between the two partners in nuclear power generation, in which EDF is ready to invest, thereby mobilizing the expertise of the whole French nuclear sector.
