Starting in 2004, Guangdong canceled the permanent residence registration requirement for rural workers traveling to more developed areas in search of work. Also in 2004 Shenzhen became the first city in China where farmers were not required to register for permanent residence. Up until now 12 cities have gradually cancelled the farmer residence requirement, allowing them to become registered urban permanent residents. In this way, inhabitants migrating from rural areas could legally gain equality in citizenship.
