Giving priority to those acutely felt issues which arouse strong public resentment, the disciplinary inspection and supervision departments of Guangdong Province have spared no efforts to crack down on those crimes.

Under the leadership of the Provincial Commission and the Provincial Government the disciplinary inspection and supervision departments of Guangdong Province at all levels have steadfastly highlighted and redressed those problems detrimental to the public welfare so as to safeguard their legal rights. Thus their efforts to build a harmonious society have won the widespread trust of the public as well as the approval of the leaders from the Central Disciplinary Inspection Commission and the Guangdong Provincial Commission.

The disciplinary inspection and supervision departments at all levels have succeeded in resolving such glaring problems as afflicting the public，who find it too difficult and expensive to receive basic medical care，by rectifying the improper social practices and strictly enforcing the law. In order to protect the rights of migrant workers, the disciplinary inspection and supervision departments have worked together with other responsible authorities to clean up cases of the salaries of migrant workers and the sum of money overdue for the finished projects. They have cracked down on those running away with cash instead of paying for the migrant workers, thus helping to pay off the salaries due to them, valued at 1.113 billion yuan.

While rectifying the improper social practices detrimental to the public, the disciplinary inspection and supervision departments at all levels have stepped up their efforts to clean up related cases and combat corruption through the full enforcement of the law, thus strengthening the confidence of the public in fighting against corruption. In the course of the reshuffle of the personnel in all the governmental deparments，the Provincial Disciplinary Commission has investigated 60 cases and hereafter brought to justice 62 persons violating the personnel-related rules. When it comes to business-related bribery, Guangdong province has concentrated on addressing related cases in the key areas of project construction, land transfer, real estate transaction, medical procurement and sales, government purchase and financial investment. The disciplinary inspection and supervision departments at all levels have redoubled their efforts to clamp down on five categories of improper social practices by strictly enforcing all rules and regulations for a clean government. They have put to justice 2,496 Party members and cadres involved in gambling, whose gambling cash amounts to 20.4279 million yuan.

While addressing all these cases, the disciplinary inspection and supervision departments at all levels have probed into the heart of those problems, uncovered their underlying reasons why corruption breeds and plugged up their loopholes. They have constructed and perfected the current system by innovative thinking and approaches.

From January 2003 onwards with the adherence of the Provincial Party and governmental departments to the rule of separation of income and expenditure，the financial departments of Guangdong are responsible for distributing welfare and subsidies among the working staff in accordance with the principle of the same standard for those who hold the same posts at the same level. No single government institution or department is allowed to redistribute what they have gained among themselves so as to ensure that all public service workers live on their clean and official salaries. The Provincial Disciplinary Commission, together with other responsible units, has initiated the reform of cleaning up the operating assets of the Party and Governmental department, first of its kind in China. The Provincial financial departments are responsible for netting the profits gained from the operating assets of all departments，monitor and manage their use. Guangdong province has also reformed the government approval system and the practice of selecting and appointing cadres to ensure a clean government.
While strengthening the construction of the key factor markets and perfecting the institutional regulations over project bidding invitation and bidding process, land transfer, real estate transaction and government procurement, Guangdong has gradually reduced the number of cases involving corrupt officials for power "rent-seeking"，at the same time pushed forward the  contractual system in public-spirited government-invested projects so as to check those corrupt practices in the course of construction for more "Sunshine Projects".
