Since the 16th National Party Congress, Guangdong Provincial CPC Committee, in response to the new requirements of the times and practical conditions of the construction of the ruling party, and with the aim of maintaining the progressiveness of the CPC, and with great emphasis on the building of leadership competence, has made great achievements in Party building by introducing innovations to the practice, the theory and the mechanism of Party building.

Guangdong has been the first province to introduce two measures for Party building:

1) Since 2003, the province has been implementing a “Foundation Project” by establishing and perfecting basic party units in the countryside, the local communities and the private sector.

2) At the end of 2004, the Provincial CPC Committee decided that for the three years from 2005 to 2007, over 10 provincial leaders, over 100 city leaders or leaders of provincial departments, over 1,000 county leaders or leaders at this level and over 30,000 section chiefs were to be assigned to the countryside to ensure that at least one cadre is stationed in every village. This is known as the Shi, bai, qian, wan (ten, hundred, thousand and ten thousand) Project. These two innovative measures have improved the organization of basic Party leadership in the province and have increased the creativity, solidarity and vitality of the Party in this province.

At present, CPC Party organizations have been established in over 91.81% of business firms in the non-state sector (among firms with more than 100 employees or with 50-99 employees and annual revenue exceeding RMB 5,000,000). The Provincial Party Committee regards party building in the lawyers’associations and law firms as an important aspect of these new social organizations. By the end of 2006, the total number of lawyers in the province ranked first in the country. Among them, 4,241 are Communist Party members, accounting for 30.6% of all lawyers in the province. These two figures show the further consolidation of the CPC's basis in the province as a ruling party. They are significant for the wholesome development of the newly-arising economic and social organizations.

Guangdong is the first province in the country to introduce the voting system in prefectural level cities for the selection of administrative and Party chiefs, as well as in the provincial departments. As early as April 2002, the Guangdong Provincial Committee's plenary session voted on three administrative and Party chiefs in prefectural level cities. In less than a year, the third Plenary Session of the 9th Provincial CPC Congress put to vote 58 positions in the provincial government or chief positions in organizations directly affiliated with the provincial government, introducing democratic reforms up to cadres directly under the administration of the provincial government and the provincial Party committee. In that year, following the example set by the provincial Party committee, the voting system was introduced in 19 prefectural level cities.

Facts

In the course of education on progressiveness of the Communist Party, 1,940,000 Party members have done 2,140,000 good deeds for the people of Guangdong Province.

Since the commencement of the“shi, bai, qian, wan campaign”to send party cadres to the countryside, relevant organizations and government departments have put in over RMB 4,000,000,000.

The live-in cadres in the villages have discovered and solved over 60,000 outstanding problems, bringing order to chaos in these cases.
