In 2002, the central committee of the CPC of Guangdong and Guangdong's Provincial Government made an important decision: to simultaneously build Guangdong into a major cultural center while promoting the growth of the provincial enocomy. Five years have since passed, and the effects of that decision are beginning to manifest.
Guangdong's cultural industry has now become a new growth engine for the provincial GDP, topping the nation for the past three years. During the National People's Congress and the Chinese People's Political Consulative Conference in 2007,Guangdong's provincial leaders emphasized that the future of Guangdong's cultural industry hinged on the development of creative industry,which includes plain design,carton & animation,movie & TV production,network gaming,etc.Currently,cities such as Guangzhou,Shenzhen and Zhuhai are planning to build new creative industry parks.In shenzhen,Huaqiaocheng Creative Park,Shekou Creative Industry District and Yijing National Cartoon & Animation Industry Base have been taking the lead in construction.
Guangdong's cultural restructuring has provided the country with valuable experinece. In 2006, of the seventy reforms carried out across the nation, those labelled "made in Guangdong" accounted for one fifth.
Literary and artistic creativity has exhibited great vitality. The past five years have witnessed the award of more than 500 national prizes. During the appraisal and selection of the top five projects at the 10th National Conference on Developing Socialist Culture and Ethics, Guangdong achieved another breakthrough, reaping "profits" in all the five literary and artistic categories, namely, film, TV dramas & radio plays, library books, songs and operas. Five works were awarded for their excellence and four received special menion, topping the nuimber of prizes nationwide.
Local level cultural undertakings are on the rise, spreading from the center of the province to both the eastern and westwern ends of the province. An increasing number of modern cultural and recreational facilities are finding their way into every communitiy, forming a network of cultural facilities that includes the provincial, municipal, prefectural and village levels. Eighteen counties, cities, and prefectues have entered the State Model Socialist County List. Now the people of Guangdong are enthusiastically rediscovering their local cultural heritage. The fifty issues of the Journey of Guangdong's History and Culture, which took the offical newspaper of the central committee of the CPC of Guangdong - Nanfang Daily - one whole year to release, with the purpose of making known the Lingnan's fine cultural traditions, has stirred much appreciation from the public.
Now Guangdong has put forward its development goal in The Outline for Building Guangdong into A Major Cultural Province - 2003-2010, striving to lead the country in terms of the main indicators of cultural development, overall cultural strength, and international competitiveness. Though the goal has not yet been realized, experts believe that, with the concerted efforts from all levels of society that have been working hard to advocate cultural creativity, culture will give an additional boost to Guangdong鈥檚 economic and social development.

In 2006, the added value of Guangdong's cultural industry reached 168 billion yuan, topping the whole nation for three consecutive years.
As the first province to experiment with cultural restructuring, Guangdong contributed fourteen of the seventy valuable lessons learned from those reforms with local characteristics, accounting for one fifth of the total.
The five year period since the 16th CPC National Congress has witnessed Guangdong bringing home more than 500 national prizes, covering all artistic forms, such as literature, drama, music and fine arts.
